KARACHI, Oct 21: The city council will have as many as 32 committees for monitoring the performance of various departments of the city district government.
However, the elections of these committees will be held under section 28 (1) of Sindh Councils (Conduct of Business) Rules 1980 as neither the SLGO 2001 had spelled out the procedure for forming such committees, strength of their members or election, nor the Sindh Councils (Conduct of Business) Rules 2001 have so far been prepared.
Adopting a resolution in this regard, the city council’s session, which was held on Saturday under the convenership of Naib Nazim, Tariq Hassan, was told that since the Sindh Councils (Conduct of Business) Rules 2001 had not yet been announced by the government, the council could adopt the procedure for setting up such committees and for electing their members in accordance with the Sindh Councils (Conduct of Business) Rules 1980 of the SLGO 1979.
The meeting, through another resolution, decided to adopt the same procedure for the election of presiding officers of the council and those members who will be representing the city government in the proposed district public safety commission. For this purpose it resolved to elect six members — four male and two female — for the commission.
The 27 committees of the council, each of them will have seven members are: district coordination, human resources management; civil defence; agriculture (fisheries); agriculture (extension), livestock, on-farm water management; soil conversion and soil fertility, forest; labour; community organization and social welfare; cooperatives and registration office;
Education (primary schools); secondary schools and colleges (boys); secondary schools and colleges (girls); technical education; sports (education) and special education; finance, budget, planning, development and accounts; public health and rural health; child and women health; population welfare; district and town hospitals; information technology development, Information Technology promotion and database; legal advice and drafting; environment; literacy campaigns, continuing and vocation education;
Land revenue and estate; excise and taxation; planning, development, district roads and buildings; energy (micro energy), development, generation, local community’s projects and transport; public transportation and mass transit, passenger and freight transit terminals, traffic planning, engineering and parking and Industrial estates, technology parks, cottage, small and medium sized enterprise promotion, investment promotion and protection.
In addition, five more committees which include ethics committee, justice committee, sports and culture committee, accounts committee and farm produce and market committee, will also be set up, each having 11 members.
