ABBOTTABAD, Oct 19: The government is assigning a very high priority to the capacity building and performance-enhancing efforts at the district level to facilitate handling of the assignments by the elected public representatives and government functionaries.

A four-day orientation workshop here for Nazims, Naib Nazims of districts and tehsils of Hazara division, also attended by the DCOs, EDOs, and DOs, was part of such an effort. The workshop broached such topics as decentralized functioning, planning and IT skills.

Additional Secretary Planning and Development, NWFP, Jamshed Hassan said at the concluding session the workshop was designed to help the public representatives and govt functionaries in “good governance”.

He said the NWFP govt, under the Essential Institutional Reforms Programme, is on target developing a transparent information system and supporting devolution process through undertaking research and capacity building.

The basic motive behind the programme is to facilitate the design and implementation of the decentralisation framework at the provincial and district level.

The other aim is to enhance the quality and transparency of decision-making through improved information collection and sharing at provincial and district level under the new setup, he said.
