KARACHI: Govt moves to reform management of schools
KARACHI, Oct 17: The Sindh government has decided to reform the working of educational institutions operative in the same buildings in order to provide unity of command and avoid mis- management, indiscipline and wastage of resources.
It has been decided that one principle/headmaster of morning/evening shifts in the institutions shall be in charge of all the activities in a college/school.
The campus incharge shall be responsible for all human and material resources and funds available for both shifts shall be utilized by him/her. He/She shall be responsible for payment of utility bills, other expenses and all the business of both shifts shall be done in his/her name.
The campus incharge and principal/headmaster shall be authorized to use the teaching and non-teaching staff and resources of both shifts according to the need and in the best interest of the college/school.
He/She shall be authorized to transfer/assign duty to its staff from one shift to the other.
More than one college/school working during morning or evening shift simultaneously within one building/premises shall be merged and administrative and financial control of the institution shall be the responsibility of one principal/headmaster.
Colleges and schools where there are no students shall be closed down and the teaching staff shall be suitably redeployed. Closure of schools with low enrolment may be considered as there is not justification for more than one school in the same building/premises with a low enrolment of students.
All those colleges/schools which are not operative in the evening shift shall be offered to private parties for running primary/secondary level classes. Principals/headmasters taking up additional charge of evening/morning shifts shall be given a suitable allowance in accordance with their pay.
All the EDOs/DOs have been directed to furnish the implementation report within two weeks.
Meanwhile the Sindh Education Department has decided to avoid unnecessary transfers and postings of its officials and directed the authorities concerned of the district governments to strictly follow the policy.
According to official sources the decision was taken at a meeting recently held under the chairmanship of the provincial secretary education. The meeting discussed the general policy regarding transfer and postings.
It was decided that frequent transfers should be avoided and be resorted to only when necessitated by death, retirement, appointments and genuine administrative and disciplinary needs.— APP/PPI
