KARACHI, Oct 16: The KESC announced on Tuesday rules for the existing Temporary Load (TL) connections to multi-storey residential and commercial complexes.

A KESC spokesman said harassed owners of residential flats and shops of multi-storey buildings were approaching the KESC with complaints that they had made full payments for power installation to builders, but proper electricity connections had not been provided to them.

He pointed out that huge electricity dues against such TL meters were outstanding against builders.

Besides, he said, the TL power load was only 5kw meant to be used during the construction period. But it was not regularized after the completion of project and, consequently, it overloaded the area power distribution system.

The spokesman said once a project was complete and handed over to allottees, the builder disappeared without obtaining proper connection which needed up- gradation to 1000-2000kw.

Such overloading, he said, caused frequent power breakdowns and a big loss of revenue to the KESC.

He said the KESC was determined to bring regularity in the use of TL connections by builders. The TL rules had been communicated to the builders. He said builders, failing to follow these rules, would not be allowed the facility of TL connections.

The spokesman said of the 459 connections, 185 remained disconnected until they fulfilled the TL connection policy of the KESC. However, on humanitarian grounds 106 connections had been restored and the occupants had been advised to immediately get their project scheme regularized.

Categorywise rules are as follows:

Category I: Estimate for the project issued by the KESC and payment not made by the builder.

Rule: Builder will make 50 per cent immediate payment and the balance in two equal instalments, otherwise supply will be disconnected.

Category 2: Payment against scheme made but scheme not implemented by builder.

Rule: Scheme will have to be complete within six months on self-finance basis.

Category 3: Schemes pending with the KESC.

Rule: KESC will finalize such schemes within three months.

Category 4: Building occupied for residential purposes.

Rule: Builders/occupants to immediately approach the KESC for proper connections.

Category 5: Deviation from initially approved building plan affecting power load.

Rule: Builders to provide the KESC with amended approved building plan from the Karachi Building Control Authority for availing of proper connections.— APP
