COLOMBO, April 25: A 12-member delegation of LTTE on Friday left for Germany to study the federal system of governance.

The delegation was led by Pulidevan, a senior LTTE member, who was earlier in charge of the media and now entrusted with strengthening the LTTE public image and diplomatic ties.
