KARACHI, Jan 18 Acting on the directive of a sessions court, the New Town police have registered a kidnapping for ransom case against two police inspectors.

An additional district and sessions judge (east) had ordered the registration of a case against the two policemen - Inspectors Ismail Lashari and Ishaq Lashari - for unlawfully detaining a man and allegedly demanding money for his release.The case (FIR 36/2010) was registered against the two police inspectors, who are brothers, and some unknown policemen under Section 365-A (kidnapping or abduction for extorting property, etc) of the Pakistan Penal Code on the complaint of a victim, Soharo.

On Sept 8, 2009 applicant Shahbbir Ahmed had filed a habeas corpus application under Section 491 of the criminal procedure code in court, stating that his brother, Soharo, was allegedly picked up by Inspector Ismail Lashari and his subordinates belonging to the Anti-Car Lifting Cell (ACLC) on Aug 19, 2009 in front of the Central Prison when he came out from the judicial complex after attending the hearing of a case.

The applicant had said that the victim had been unlawfully detained in a private lock-up of the ACLC in the Defence View area for the last 20 days and the policemen concerned were demanding money for his safe release.

On Sept 9, a head bailiff, acting on the directives of the district and sessions judge (south), carried out a raid on a Defence View apartment and recovered the detainee.

The head bailiff submitted a report in court on Sept 10, 2009, stating that when he raided the apartment in Defence View he found two armed men in plain clothes outside the flat and he introduced himself and asked them to open the door. The report said that the captive, whose hands were tied with a rope, was found in the flat and the bailiff got him released while the armed men in plain clothes, most likely belonging to the police, escaped.

The victim had also testified that he had allegedly been kidnapped from the main gate of the Central Prison by the personnel of the ACLC who detained him at a house in Defence View.

The district and sessions judge (south) had ordered the SHO of the Baloch Colony police station to record the statement of the victim and register an FIR against the policemen. However, the SHO submitted a report in court stating that the alleged offence took place in front of the Central Prison which falls within the remit of the New Town police station.

Subsequently, the court had transferred the matter to the district and sessions judge (east) since the New Town police station falls in its jurisdiction.
