During a session held here at Jinnah Hall on Saturday, scores of members of the district council claimed that they were not being consulted even on trivial matters regarding their constituencies by their bosses. Not even a single major step had been taken on their demand, they added.
Some of the members alleged that development funds were being spent through Naib Nazimeen of union councils and Nazimeen had become puppets. They alleged that Tehsil Municipal Administration (city) has recently issued a special directive to the UC Naib Nazimeen for setting up separate offices which would kill the purpose of devolution.
They suggested that the provincial government should be approached for amending the law making it mandatory that funds for developmental projects be spent through Nazimeen in with consultation with Naib Nazimeen.
Council Officer Abdul Hameed, reading out the reply sent by the DCO in response to a question put up by councillor Ijaz Ahmad, said a minimum period of posting of an officer against any post was two years and the new local government system had not yet completed two years. Councillors termed the reply unsatisfactory.
The presiding officer told the house that a report about the officers from BPS-16 and above would be obtained from the DCO carrying the details about the period of stay of the officers in different departments and their performance.
The members boycotted the proceedings of the session when EDO (finance) Wasim Ajmal left the house without replying the question of a councillor.
