RAWALPINDI, Jan 28: Lahore High Court (LHC) Rawalpindi bench, on Monday, issued notices to managing director (MD) at Pakistan Aeron-autical Complex (PAC), Kamra, on a petition seeking contempt proceedings for not implementing re-appointment orders of employees to senior grades.

LHC on October 11, 2012, had directed the PAC authorities to re-appoint lower cadre employees to senior posts, selected after qualifying the required tests and interviews.

The counsel of 48 employees, Inamur Rahim advocate had adopted before the court that PAC employees working in grades BPS-1 and BPS-2 in 2010 had applied for higher positions in BPS-9 to BPS-14 and were selected after completing all the procedural formalities.

According to the counsel, 48 lower cadre employees had successfully passed the tests and interviews and had met the merit for senior posts.

Subsequently, the PAC administration in February, 2011, issued appointment letters but later withdrew and asked the employees toresume work in their existing positions.

He said that PAC administration hired new candidates from the outside but were unwilling to accommodate their own staff, who were eligible as they had fulfilled all the requirements for the senior positions.

The counsel pointed out that the PAC employees had filed the petition in the LHC on February, 2012, and the LHC had ordered the PAC authorities for re-appointment of the employees.

He said that the PAC authorities were reluctant to implement the court orders and were applying delaying tactics.

The counsel requested that the court initiate contempt of court proceedings against the MD PAC for defying court orders.

Further hearing of the case has been adjourned till a date to be fixed by the registrar office.
