Legal hitches may hinder Qadri accord implementation

ISLAMABAD, Jan 26: Legal hitches are set to obstruct implementation of the agreement signed by the government with Dr Tahirul Qadri recently, it is learnt.

As per the agreement, the National Assembly is to be dissolved any time before March 16 to allow holding of elections within 90 days and one month should be given for scrutiny of nomination papers.

But an official source said the National Assembly could not be dissolved before completion of its constitutional term if the Punjab Assembly was not dismissed simultaneously.

He said the PML-N government in Punjab was against dissolution of the provincial assembly before completion of its term.

Under existing laws, elections to the provincial assembly are to be held within two months after the expiry of its term on April 8.

“You cannot have two separate set of rules for elections to the national and provincial assemblies,” he said.

The source pointed out that Law Minister Farooq H. Naek had opposed the proposal to amend the Representation of People’s Act to give one month for scrutiny of nomination papers, saying it would not be possible to allow one month for scrutiny if the assembly completed its term.
