PESHAWAR, Oct 9: The NWFP Governor Lt-Gen Syed Iftikhar Hussain Shah has underscored the need for making the law enforcement agencies, efficient and responsive to the public demands.
The induction of manpower alone would not deliver. What is needed, is to bring efficiency and responsiveness in the law enforcement mechanism.
The governor said that deployment of forces should be in proportion to various districts taking into account the present law and order situation etc.
He assured that the government would continue to arrange resources in view of the circumstances and demands etc.
He was addressing a meeting on Tuesday morning at Governor’s House, Peshawar. The meeting thoroughly debated the establishment of a proposed secretariat for the public safety commission and police reforms package. The meeting also approved, in principle, the provision of resources and took certain decisions in this regard.
The governor directed the meeting to ensure that dynamic, efficient and honest people were inducted to the public safety commission. This process should be above favouritism and nepotism and merit should taken into account.
Directing to select suitable place for Public Safety Commission Secretariat, the governor said that the secretariat should be manned by technical staff without delaying the process of the establishment of such secretariats.
The governor said that resources for the current financial year had been allocated to districts which should be judiciously distributed in sectors of public welfare oriented nature.
However, for the next year, a formula has been evolved under which resources would be shared and allocated to districts on the basis of population, backwardness and other related factors.
The governor said that the demand for the provision of furniture for Public Safety Commission Secretariat etc. would be accommodated through providing necessary furniture rendered surplus because of the restructuring of various government departments.
We would evolve a unique policy for the provision of computer etc. for the new mechanism. However, he stressed the need for adopting strategic measures so that the resources could be saved and diverted to social sectors.
The meeting also focussed on police reforms. The governor said that the reorganization of police should be carried out in a systemic manner, which should not only control crime rates but also improve the law and order situation in the province.
