Who is responsible?

AS I moved from Multan to Lahore for my university admission, I was shocked to find out that most of the electric wires and iron poles provided for trains to run on electricity were missing. Owing to the electricity shortage, the system was not working. But should this national asset really meet this horrible end?

Millions and millions of rupees had been used up to install this infrastructure. May be in a few years we will compensate our electricity shortfall. Shall we again inject millions of rupees into the system?

Who is responsible for the loss: the ministry of Pakistan Railways? Or is it the respective districts’ bureaucrats or the police? I hope the authorities concerned will wake up and check the loss.
