LAHORE, June 9: The Punjab government managed to reduce not only the number but also volume of supplementary budget statement for the final fiscal plan of its tenure that was presented before the house on Saturday.
The supplementary budget of the PML-N administration for 2008-9 had 44 supplementary demands of Rs329,998,843,000 while the number decreased to 34 of Rs57,146,627,000 for 2011-12 fiscal.
To be approved by the provincial legislature, the voted supplementary demands for 2011-12 were 25 as against 29 for 2008-9, while the number of minimum or token voted supplementary demands increased from 10 in 2008-9 to 17 in 2011-12.
Approval by the legislature is not required for the charged demands that were two of Rs374,633,000 for 2011-12 as against six of Rs147,608,858,000 for 2008-9.
State trading in food grain and sugar demands remained atop the 2008-09 supplementary budget statement of Rs329,998,843,000 while a sum of Rs19,116,254,000 was the highest ‘miscellaneous’ demand for 2011-12.
For 2008-09, voted supplementary demands for state trading were Rs117,391,653,000, followed by industries Rs11,837,433,000; for loans to municipalities and autonomous bodies Rs11,268,029,000; for development Rs9,076,914,000; for police Rs8,836,420,000; for pension Rs7,183,917,000; for education Rs6,618,740,000; for health services Rs4,064,098,000; for roads and bridges Rs1,918,962,000 and for administration of justice Rs976,865,000.
Other such 2008-9 demands included for agriculture Rs939,224,000; for jails and convicts settlement Rs704,714,000, for miscellaneous departments Rs515,508,000; for relief Rs301,975,000; for communications Rs258,072,000; for civil works Rs133,195,000; for public health Rs131,427,000; for forests Rs105,300,000; for stamps Rs47,976,000; for fisheries Rs33,208,000, for cooperatives Rs19,740,000; for provincial excise Rs10,575,000; for stationery and printing Rs4,895,000; other taxes and duties Rs4,434,000; museums Rs3,023,000; land revenue Rs2,446,000; charges on account of motor vehicles Acts Rs1,009,000; registration Rs146,000 and opium Rs77,000.
For 2011-12, the supplementary demands for pension were Rs10,993,823,000, followed by police Rs7,207,293,000; education Rs6,386,252,000; health services Rs6,259,379,000; relief Rs1,926,968,000; irrigation and land reclamation Rs1,146,563,000; irrigation works Rs818,356,000; jail and convict settlement Rs721,415,000; industries Rs505,984,000; public health Rs318,124,000; miscellaneous departments Rs291,045,000; forest Rs270,449,000; communications Rs190,201,000 and civil works Rs159,132,000.

The charged demands for 2008-09 were for floating debt (discharged) Rs145,487,707,000; payment of loans from federal government Rs819,858,000; for state trading in food grain and sugar Rs744,000,000; administration of justice Rs480,100,000; for general administration Rs77,083,000 and for civil works Rs110,000.
For the 2011-12, the charged demands were for administration of justice Rs332,687,000 and for general administration Rs41,946,000.
The minimum or token 2011-12 voted supplementary demands of Rs1,000 each were related to opium, registration, other taxes and duties, general administration, administration of justice, agriculture, veterinary, subsidy, civil defence, state trading in medical stores and coal, development, agricultural improvement and research, town development, roads and bridges, government buildings, loans to municipalities/autonomous bodies and investment.
For 2008-9, the minimum or token voted supplementary demands of Rs1,000 each related to irrigation and land reclamation, general administration, veterinary, housing and physical planning, miscellaneous, state trading in medical store and coal, irrigation works, agriculture improvement and research, town development and government buildings.
