ISLAMABAD, May 28: The federal government on Monday filed an intra-court appeal in the Islamabad High Court challenging the orders of the single bench comprising Justice Shaukat Aziz Siddiqui in the petitions of superseded bureaucrats.

Justice Siddiqui in his ruling on March 20 pointed out some flaws in the criteria for the promotion in BS-21 and above and directed the authorities concerned to restructure the rules.

The IHC Chief Justice Iqbal Hameedur Rehman and Justice Mohammad Azim Khan Afridi took up the ICA filed through deputy attorney general (DAG) Mohammad Abid Raja.

The court directed DAG Raja to produce the relevant record produced before another IHC bench that was hearing the identical appeals filed by some bureaucrats of district management, accounts, income tax, commerce and other occupational groups in their personal capacity.

Justice Siddiqui in the order declared the formula of award of 15 marks on the discretion of the central selection board (CSB) as illegal and against the judgments of the superior courts. He directed the Establishment Division to restructure the formula of awarding 15 marks in accordance with the guidelines provided by the Supreme Court in the civil servants petitions in 2010.

The honorable judge also directed the authorities to reconsider the cases of deferred or superseded bureaucrats on the basis of restructured formula. — A Reporter
