Reports sought from DCOs on surplus staff

FAISALABAD, Nov 19: The additional chief secretary has directed all the district coordination officers to send reports about the status of surplus employees of the defunct deputy commissioners’ offices and other departments concerned.

The directive issued by undersecretary Ghulam Saghir Shahid (admin-II) on behalf of the additional chief secretary says: “Whether the staff posted with special judicial magistrates have been paid salary wef July 1, 2002, or otherwise. The requisite information may kindly be provided to this department within seven days,” the directive said.

But the fact is that surplus employees of the defunct district magistrate offices, local government and other departments have not so far been adjusted in the offices of special judicial magistrates despite the standing instructions of the provincial government in this behalf. The surplus staff has been running from pillar to post to get their salaries for the last five months, but all their efforts have proved futile due to the negligence of the authorities concerned.

The provincial government as a special case had sanctioned 1,691 posts in different offices of the revenue and administrative functionaries in 17 districts of the province asking the district coordination officers to adjust surplus employees of various departments on these seats. The posts had been sanctioned in the offices of district coordination officers, executive district officers, deputy district officers and judicial magistrates with the direction to the authorities concerned for the adjustment of all surplus employees.

The surplus staff of Rawalpindi, Attock, Jhelum, Chakwal, Sargodha, Mianwali, Bhakkar, Khushab, Gujranwala, Hafizabad, Gujrat, Sialkot, Narowal, Mandi Bahauddin, Faisalabad, Toba Tek Singh and Jhang will be adjusted in phases.

But all efforts by the surplus staff proved an exercise in futility when the officials concerned refused to adjust them on sanctioned posts. The issue of payment of salaries to them is still in the cold storage.

Meanwhile, surplus employees have demanded President Pervez Musharraf to direct the authorities concerned for their adjustment and payment of salaries.

DACOITIES: The entire city is still in the grip of outlaws as eight to 10 dacoities, highway robberies and thefts have become an order of the day.

Trade bodies, politicians, representatives of NGOs and the people belonging to all sections of society are making hue and cry over the failure of police in checking the law and order situation. But the police highups are playing the role of silent spectators. During the last 24 hours, dacoits and thieves made off with cash, gold ornaments, eight motorcycles and two cars in 11 strikes.

Five masked dacoits looted cash, gold and electric appliances from the house of Khizar Hayat in Nisar Colony. The bandits also snatched motorcycle from Shakoor during their escape.

Highwaymen snatched thousands of rupees in cash, wristwatches, gold ornaments and valuables from 12 villagers in Chak 77-GB in the area of Satiana police.

Thieves made off with cash and valuables from the house of Shahid Ali in Ali Park, Jaranwala tehsil.

The car of Ashan Bukhari was lifted from outside a clinic in Jinnah Colony, while the four-wheeler of Habib was stolen from his house in Batala Colony.

Asif Wazir was deprived of motorcycle by two armed men outside the Islamia College on Faisalabad-Sargodha Road. Three masked men snatched motorcycle from Asghar Ali in Partab Nagar while Yahya was deprived of two-wheeler by some thieves.

Motorcycles of Naveed, Arif, Anwar and Tariq were stolen from Sahil Hospital, Ayub Colony, Circular Road and Gulistan Colony, respectively.
