ISLAMABAD, Oct 27: The Capital Development Authority (CDA) has failed to develop D-12 and E-12 sectors despite making allotments and receiving development charges amounting to Rs2.7 billion from plot-owners.
The plot-owners of both sectors appealed to President Gen Pervez Musharraf to intervene into the matter and asked the authority to complete development work of both sectors so that people, who had invested their money, build their houses.
Some plot-owners told Dawn that plots in these sectors were allotted to government employees some eight years ago, but development work had not been started so far.
The cost of a plot for government servants in D-12 and E-12 sectors was Rs300 per sq yard while development charges set by the CDA are Rs650 per sq yard which are more than double the cost of the land. Later, the CDA charged additional development charges at the rate of Rs650 per sq yard.
They said these development charges were unjust and inapt on the ground that the CDA had limited resources to develop new sectors.
“Sectors like I-8, I-9 and I-10 and other sectors of Islamabad had been developed quite early when everything had to be completed from the beginning, but no charges were taken from the plot owners at that time,” the owners complained.
They accused the CDA of not transferring the plots of sectors D-12 and E-12. However, in a notification published in a national daily on March 23, 1999, the CDA had announced that the plots in both sectors would be transferable.
