India blames the Pakistani militant group Lashkar-e-Taiba for those attacks that killed 166 people.Indian foreign secretary Nirupama Rao arrived Thursday for the first of two days of talks. She is to meet with Pakistani Foreign Secretary Salman Bashir.The meetings are expected to pave the way for ministerial-level sessions next month.India and Pakistan have fought three wars since gaining independence from Britain in 1947.
