LAHORE, Oct 16: Punjab school education secretary Aslam Kamboh has directed all DCOs and EDOs (Education) not to issue NOCs to teachers from federal areas and other provinces desiring to serve on deputation in Punjab.

This decision has been made due to difference of pay scales and academic qualification of teachers of Punjab and other areas.A circular issued by the school education secretary to DCOs and EDOs (Education) states: “As per Rules 15 (1) of the Punjab Civil Servants (Appointment & Conditions of Service) Rules 1974, a person in the service of an autonomous or semi-autonomous organization or federal government or other provinces, who possess minimum education qualifications, experience, or comparable length of service prescribed for the post, shall be eligible for appointment to the said post on deputation, for a period not exceeding three years at a time, on such terms and conditions as may be sanctioned by the government in consultation with the lending organization. Further, the Deputation Policy 1998 is applicable only to officers/officials who work on deputation against some posts in autonomous bodies of Punjab.

The circular reveals that the present practice of granting deputation for periods longer than three years is not in sync with the deputation policy and is creating distortions in the teaching cadre of Punjab due to these reasons: (a) Since 1.07.2009 the government of Punjab has upgraded the posts of teaching cadre i.e. PSTs from BS-7 to BS-9 and ESTs from BS-9 to BS-14 whereas in other provinces such benefits to teachers have not been granted and they are working on the lower pay scales and have lesser qualification, (b) After rationalization process in all over Punjab, a considerable number of teachers/employees have become surplus due to which deputationists from the federal government or sisters provinces are no more need of the School Education Department, government of Punjab.

The secretary schools directed the authorities concerned to follow the instruction of the circular in letter and spirit while issuing NOC in favour of deputationist interested from the federal government or other provinces in the school education department.

After rationalization process, since a considerable number of teachers/employees have become surplus, the NOC for fresh deputation to teachers/employees interested from AJK, Sindh, Balochistan, the federal government, Khyber Pakhtoonkhwah may not be issued: Deputationists from other provinces already working in the school education department, who do not possess minimum educational and professional qualification or scale prescribed for the post, the NOC for further extension may not be issued.

Regarding pay and promotion issues of the deputationists, the secretary instructed that NOC should not be issued to teachers of the federal government or other provinces against the post of in-service promotion quota and higher posts/scales in the school education department.

Pay of deputationists will be drawn subject to verification of his/her documents, service book, last pay certificate and appointment orders from the agency concerned.

The deputationists, who have availed deputation period of three years and are now working on extension or want extension in deputation, the NOC may not be issued.

Deputationists shall automatically be treated as repatriated after completion of normal or extended period of deputation and any delay on the part of deputationist in reporting back to his parent department shall be considered as an absence from duty.
