The spinner bagged six second-innings wickets to follow the five he claimed in the first innings as Surrey left their opponents on the brink of an innings defeat.
Surrey powered on from their overnight 410 for five to reach 576 and establish a first-innings lead of 386.
Hampshire, all out for 190 first time around, fared much better in their second innings but Saqlain’s six for 115 left just the last rites to be administered at 303 for eight.
