PESHAWAR, Aug 21: The provincial cabinet approved the NWFP Highways Authority (Amendment) Ordinance, 2002, after a detailed discussion here on Wednesday.
The meeting also discussed the disposal of plant and machinery of the C & W department and directed the authorities concerned to modify the proposed draft to be submitted in the next cabinet meeting.
The meeting was held in the Cabinet Room of Civil Secretariat, Peshawar. NWFP Governor Syed Iftikhar Hussain Shah presided over the meeting.
The cabinet also approved development, maintenance, operational plan and budget estimates for year 2002-3 of the NWFP Highways Authority. The cabinet was informed that feasibility studies for the construction of 27-km-long link road from the Indus Highway to Bannu Township as well as the construction of bridge over Gambila Bridge was already in progress and practical work was expected to commence by Jan next whereas physical work on rehabilitation and improvement of Attar Shisha to Bararkot road would be started within a next couple of weeks.
The cabinet approved a proposal that the buildings of Government Colleges of Elementary Teachers should be utilised for in-service training of schoolteachers.
For this purpose, initially 10 new regional institutes of teachers education would be established in the existing premises of the Govt Colleges of Elementary Teachers in different parts of the province.
These would be headed by the senior-most officers from the teaching cadre in BPS-20 whose selection would be made purely on merit.
The cabinet also discussed a draft policy regarding future appointments on contract basis in the public sector/government departments and agreed to continue it.
Proposals pertaining to rationalising the tax environment in the province were also discussed. The cabinet directed the departments concerned to ensure strict compliance of the prescribed procedure.
Regarding re-structuring of the technical education and vocational training in the province, the cabinet decided that a technical education and vocational training agency would be established and it would be an autonomous organization. The organization will be headed by an outstanding industrialist from the private sector.
The cabinet also approved draft ordinance of the NWFP Elementary Education Foundation. The foundation will take measures for promotion, improvement and financing of education and development of human resources in the province.
