KARACHI, April 28: In violation of Sindh chief minister's orders and government notifications, the City District Government Karachi since its inception issued "detailed to work" orders to 2,200 teachers to work at other than the place of their posting in the city.

The fact transpired when the district officers of education paid surprise visits to schools and other institutions and gathered the details. Official sources quoted a report submitted by the DOs that owing to such a large-scale detailment of teachers, several schools were found closed for shortage of teachers.

Giving an example of Allama Iqbal Government Boys Secondary School No 2, FB Area, Sohrab Goth, Karachi, sources said there were 84 teachers already working on a regular basis whereas 31 were working on detailment.

In another case, two higher secondary teachers have been shown on detailment at Safoora Goth which school does not exist, the report said, adding at Government Boys Secondary School Landhi-2, Karachi, the names of 31 teachers did not appear on the attendance register, but their names were found included in the pay-roll.

The other irregularities detected were that drawing and disbursing officer's powers were allowed by the CDGK to non-gazetted officials, like oriental teachers, drawing teachers, primary teachers and junior school-teachers.

The sources said there is a complete ban on transfers, postings and detailment imposed by the chief minister and district governments cannot make any transfer and detailment unless orders are issued by the provincial government.

The Services and General Administration Department of Sindh had also been issuing such circulars from time to time, but the CDGK has totally neglected such orders and circulars.

The authorities in provincial education department are considering taking action against the officers involved in such irregularities under the Efficiency and Discipline Rules, sources said. -PPI
