LARKANA, Jan 7: Wide discrepancies found in the basic pay scale offered to newly-appointed high school teachers in different districts of the province, mainly due to ignorance of the EDOs of education concerned of relevant official directives.
The teachers recruited in Badin were appointed in BPS-16 while those in Larkana were given BPS-15, sources disclosed on Wednesday.
The executive district officer (education) of Badin, Ghulam Nabi Baloch, in his letter dated Aug 8, 2008 to high school teachers in light of their offer letters dated July 22, 2008 appointed them in BPS-15 and allowed them BPS- 16.
But new HSTs’ in Larkana were appointed in BPS-15 but not allowed BPS-16, the sources said. A notification issued by the Sindh Finance Department on July 1, 1992 reads “all the present and future secondary school teachers with prescribed qualification under the rules shall be placed in BPS-16 with one third in selection grade BPS-17”.
It appears the government had made appointments without examining the old notification. The high school teachers in the two districts who recruited simultaneously would draw different salaries, the sources said.
In Larkana, of the 36 candidates who received orders for high school teachers job, a group approached the office of the EDO of education and requested him to place them in BPS-16.
To substantiate their claim they submitted a copy of the notification of the finance department and the orders issued by the EDO of Badin, they said.
They said that it was their right to be placed in BPS-16 and requested the EDO to issue order to this effect.
The sources said that the office of EDO had in principle agreed to issue such a notification but it had been delayed because the EDO was out of the district. The EDO’s office had drafted the notification to this effect and it would soon be issued, the teachers said.
Some teachers have approached the EDO (education) of Qambar-Shahdadkot district with the same request and the EDO asked them just to show him a copy of the notification and the order issued by the EDO of Badin and he would issue a notification, placing them in BPS-16, the sources said.
The teachers said that on one hand they had been appointed on contract basis for a period of three years while on the other they had been placed in BPS-15. They appealed to the authorities concerned to remove the anomaly and equal scales of HSTs across the province.
RECOVERED: Personnel of women police raided a house in Mastoi locality of Shahdadkot on the orders of Larkana circuit bench of the Sindh High Court on Wednesday and recovered two women, Naseeban and her daughter Haneefan.
The court issued the raid orders after one Khuda Bakhsh Patojo of Umid Ali Zangijo village filed a petition, alleging that Ali Gul Patojo had kept his wife and daughter in illegal detention since 10 days.
The women police with the help of Shahdadkot police raided the house of Ali Gul Mastoi in Mastoi locality and recovered the two women. They were shifted to women police station Larkana and would be produced in court on Friday.
MEDICAL UNIVERSITY: Dr Muzaffar Hussain Shaikh, senior medical officer working as senior registrar (BPS-19) in the Chandka Medical College Larkana, was appointed as the first registrar (designate) of the newly-established Shaheed Benazir Bhutto Medical University.
The chief secretary of Sindh said in the orders that Mr Shaikh would work on detailment till further orders. The government had not yet appointed a vice-chancellor for the university and many senior doctors were in the fray to become the first VC of the university.
