LARKANA, Dec 29: Sindh Chief Minister Syed Qaim Ali Shah has said that the provincial government would soon submit its recommendations regarding the National Finance Commission (NFC) award.

He was talking to journalists at a reception hosted by local PPP leader Ghulam Mujtaba Isran here on Monday.

He said that recommendations would suggest that the award should be based on the factors of population, revenue collection and under-development.

He said that huge funds flow for Sindh through the upcoming NFC award would help in initiating major development projects in the province.

He said that an 11-member committee constituted for the purpose was busy in finalising the recommendations.

Answering a question, he said that a dictator had formulated the present local government system to perpetuate his illegal rule over the country.

The chief minister said that necessary changes would be made in the present local government system in line with the vision of Ms Benazir Bhutto to provide maximum benefit to the masses.

He said that in this connection, the prime minister would preside over a meeting with the representatives of provinces to decide about changes in the exiting structure of local government system. He advocated pro-people amendments in the system.

He said that a committee headed by the National Reconstruction Bureau chairman was busy in studying and compiling recommendations about holding the forthcoming local bodies’ elections either on party or non-party basis. The NRB chairman had consulted the Sindh government and talked to some nazims prior to finalising he recommendations, he said.

He said that a survey was underway to assess losses caused by recent rain in the province and added that affected people would be paid compensation.

He said district coordination officers in the province were tasked to submit reports on the losses.
