BAHAWALPUR, Nov 6: The presiding officer of a consumer court, Rashid Qamar, has ruled that the banks are bound to handover the registration book to a buyer of vehicle taken on lease.
According to an official handout, the ruling was given during a hearing of the cases of rickshaws obtained on NBP loans under the President’s Rozgar Scheme.
Rickshaw drivers moved the consumer court with a complaint that they had not been given the registration books by the bank. At this, the presiding officer summoned a bank manager concerned in his court with a message to bring registration books of vehicles which were handed over to 15 rickshaw drivers.
The court further held that keeping the registration books of vehicles by the bank in its custody was the violation of Section 20 of the Consumers Act which was liable to be fined and punished.
