PESHAWAR, Nov 16: A committee constituted to look into the appointment of the registrar of the University of Peshawar has expressed dissatisfaction over the university syndicate’s decision and indicated that at violation of rules and regulations have been violated.
Chief Secretary Ijaz Ahmed Qureishi, after receiving complaints from some members of the syndicate, had constituted the three-member committee to see if the rules and regulations had been violated.
The committee, comprising chairman of the governor's inspection team as convener and secretaries of higher education and establishment departments as members finalised its findings in a meeting held on Nov 3 and would submit its report to the chief secretary in 10 days, officials said.
Sources privy to the meeting said that committee members were not satisfied with the reasons given by the university administration for the appointment of its registrar.
The committee was of the view that the syndicate did violate the rules and regulations, sources said, but final report would be sent to the chief secretary and then the NWFP governor for the final decision.
Earlier, the syndicate was served with a show-cause notice by the NWFP governor, the chancellor, but instead of reverting its decision the syndicate sent a reply to the governor which was unsatisfactory and a committee was set up to settle the issue, sources said.
NWFP Governor Ali Mohammad Jan Aurakzai will finally decide the matter.
The matter was highlighted when some of the syndicate members, senior professors of the university, opposed the decision to appoint Mr Sher Bahadur as registrar as, according to them, he did not fulfil the criteria.
"It was our basic duty to ensure adherence to statutory provisions and to point out violations and irregularities on the forum of the Syndicate as well as to the concerned authorities, said on syndicate member who opposed the appointment of the registrar on grounds of violation of rules and regulations.
The syndicate members were divided on the proposal to appoint Mr Sher Bahader as the registrar. Some of the members boycotted the meeting terming his appointment a violation of rules and regulations, sources said.
Some of the syndicate members accused that in a meeting on June 17, which approved the appointment of the registrar, six members of the syndicate voted against the proposal including secretary education and secretary establishment, while five members voted in favour, sources said.
Despite final decision by the voting on the item rejecting the proposal, the chair still declared in violation of the rules of business that he would himself decide the issue. Six syndicate members out of total of 13, including deputy secretary higher education, special secretary to the government of NWFP establishment department boycott the meeting. They staged a walkout from the meeting to register their protest as a result meeting was discontinued, sources said.
