ISLAMABAD: The Senate Standing Committee on Rules of Procedure and Privileges has given the Capital Development Authority (CDA) two weeks to decide and report on the implementation of a court order regarding a missing file of a house in I-10/4, Islamabad.

The committee met at Parliament House on Monday under Senator Syed Waqar Mehdi. Senators Asad Qasim, Jan Mohammad, Dost Ali Jeesar, Attaur Rahman, Palwasha Mohammad Zai Khan and Saadia Abbasi attended the meeting. Senator Bilal Ahmed attended as mover of one of the privilege motions.

The committee took up the missing file case and expressed serious displeasure over the absence of the CDA chairman and senior legal officials. The committee chairman said judicial orders must be executed without delay, and questioned the authority’s seriousness in complying with the court.

Officials from the civic agency told the committee that the implementation fell within the CDA board’s remit and the matter would be placed before its next meeting. The committee directed the CDA to decide the issue and submit a compliance report within two weeks.

Referring to a recent Lahore High Court judgement, the chairman observed that property owners should not suffer because of corruption or negligence by public officials. He also asked the CDA chairman to attend future meetings personally. He also expressed concern over the deteriorating condition of Parliament Lodges, directing the CDA to address maintenance issues.

The committee considered a privilege motion by Senator Palwasha Mohammad Zai Khan against the deputy commissioner of Chakwal over alleged inappropriate conduct, including disconnecting her calls.

The DC Chakwal tendered an unconditional apology and assured respect for parliament and its members. After the mover accepted the apology, the committee disposed of the motion.

The chairman directed authorities to submit records of complainants in related FIRs against a naib tehsildar to determine if political malice was involved.

Senator Palwasha urged training modules for bureaucracy and district administration on parliament, committees and constitutional responsibilities.

The committee was briefed on the arrest of a naib tehsildar and allegations of attempts to malign a senior former female parliamentarian.

The panel deferred a privilege motion against the federal minister for communications at the request of the mover, Senator Palwasha. It also deferred a motion by Senator Bilal Ahmed on alleged misbehaviour by PIA onboard staff on a Quetta-Islamabad flight.

The Ministry of Defence conducted an inquiry and established the facts. While the mover sought strict action, the committee directed relevant authorities to resolve the matter in consultation with him. The chairman stressed that courtesy and professionalism were vital to improving PIA’s service and public confidence.

A privilege motion regarding alleged misbehaviour by the RPO Malakand Division and the DPO of Upper Chitral was disposed of after the mover, Senator Mohammad Talha Mehmood, withdrew it.
