HYDERABAD: Sindh Action Committee leaders have stated that Sindh will resist any attempts to undermine provincial autonomy and the integrity of the province through the purported 28th amendment.
They asserted that Karachi would remain an integral part of Sindh and that all conspiracies to hand control over to the federal government would be foiled.
The leaders were speaking at the Sindh Qaumi Conference, convened by Sindh Sufi Forum president Dr Badar Channa at the Sindhi Language Authority the other day. The session was chaired by Sindh United Party president Zain Shah. Mr Shah remarked that a fake government had been thrust upon the country following the polls on Feb 8, 2024.
Accusing the PPP of planning all anti-Sindh projects, he termed parliamentarians ‘national traitors’, adding that the party was bargaining away Sindh’s water resources solely to avoid accountability. He stated that the ‘strategic dams’ plan had been conceived in continuity of Asif Zardari’s decision on July 8, 2024, but noted it had been met with strong resistance from Sindh.
He warned that this plan would destroy Sindh completely and that it directly threatened the survival of the Indus delta. Furthermore, he alleged that the federal government was conspiring to control Sindh’s cities and intended to seize direct control over provincial taxes through constitutional measures.
The NFC Award, he added, was now being targeted to reduce the provinces’ share, noting that Rs2,800bn belonging to the provinces had already been surrendered to the federal government. He also stated that an ‘authority’ had been established to control the land of Port Qasim and Karachi.
GDA leader Dr Safdar Abbasi observed that whilst the 18th amendment had devolved powers to local governments to benefit the public, it had not been implemented. He remarked that the Cholistan area of Punjab could not be brought under cultivation and expressed fears that a bargain would now be struck over the 28th amendment. He claimed that the PPP was prepared to hand over resources to the federation in exchange for power, leaving everything in Sindh destroyed.
Jeay Sindh Qaumi Mahaz (Shaheed Bashir) chairman Dr Niaz Kalani stated that Sindh had been plundered continuously since 1947, as rulers had always sought ways to destroy it. He asserted that those loyal to Sindh would steadfastly resist such attempts.
Awami Tehreek leader Noor Katyar pointed out that inflation and the issue of karo-kari had caused immense distress to the public. He noted that Rasool Bux Palijo had written extensively on water issues, adding that the entire case was well-documented. He accused Sindh’s rulers of water theft, which he argued was reflected in the presidential consent granted on July 8, 2024. He added that the Special Investment Facilitation Council (SIFC) was now making every decision, and the federation sought to consolidate all powers through the 28th amendment.
Qaumi Awami Tehreek secretary general Mazhar Rahujo stated that the PPP had sold off Sindh’s resources in the first phase, and that the 28th amendment would now attack Sindh’s integrity, an action that would not be tolerated. He further remarked that the budget was tailored exclusively for the elite.
Awami Workers Party general secretary Dr Bukhshal Thalu asserted that the PPP was complicit in every arrangement directed against Sindh, adding that individuals like himself would always stand with the oppressed. He warned that under the current state of affairs, the country could not be run.
Sindh Hari Tehreek leader Samar Jatoi, JSM leader Nawaz Badahi, and others also addressed the gathering.
Several resolutions were adopted during the conference, vowing to resist the possible 28th amendment and all plans to undermine the integrity of Sindh. The conference condemned the conspiracy to hand Karachi over to the federal government, as well as the registration of a case against JSM leader Riaz Chandio.
It was further resolved that the 18th amendment was being bypassed by the federal government to withhold funds from the provinces, and alleged that the PPP had looted Rs25,000bn through corruption. The resolutions strongly condemned the water shortage in Sindh and the silence of the irrigation minister on the matter. Finally, the conference declared the Sindh Public Service Commission a mafia and demanded a re-examination of the CCE 2024.
