CDA digitises D-12 land record, rolls out e-processing system
ISLAMABAD: The Capital Development Authority (CDA) has digitised all records of Sector D-12 as a pilot project, and more sectors will also go digital soon.
Chairman CDA Mohammad Ali Randhawa formally inaugurated the facility on Thursday during a ceremony attended by board members Talat Mehmood, Syed Nafasat Raza and Esfandyar Baloch, along with other relevant officers.
The CDA has already digitised residential and commercial property documents and files. If the plan is executed properly, details of all residential and commercial properties will soon be available with a single click after D-12. The civic agency said other sectors would also be digitised in the near future.
Through the Punjab Land & Revenue Authority (PLRA), the CDA scanned millions of pages to prepare its databank and has now placed the data of Sector D-12 online.
According to documents available with Dawn, 23,036 residential properties in 47 sectors and model towns, and all 5,657 commercial properties, including agro farms’ records from first to last transfer, have been digitised.
“In line with the vision of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi, and under the direction of the Chairman, CDA has achieved another significant milestone. CDA has launched formal digital processing of property-related matters,” said a press release issued by the authority.
It said that during the ceremony, a comprehensive demo and briefing were given to the CDA chief.
He was informed that the initiative marked the CDA’s first formal transition from the traditional filing system to an organised and modern digital workflow system. “Under this new and advanced system, every application submitted online for Sector D-12 will now be processed through an electronic procedure.”
According to the CDA, applications submitted at the CDA One-Window Facilitation Centre and the Assan Khidmat Markaz concerning Sector D-12 properties will be handled under the new system. “This digital workflow will pass through various stages, ensuring transparency, speed and accountability.”
The briefing highlighted that one of the most prominent features of the new system is real-time tracking of online applications, enabling applicants to know the status, progress and processing stage of their applications at any time.
The CDA said the new system would significantly reduce manual intervention, facilitate departmental accountability and help expedite the disposal of property-related cases.
“All land records have been securely digitised, which will not only reduce the risk of data loss or damage but also enhance coordination and collaboration between various departments.”
The authority said all payments under the system could be made cashless, with real-time monitoring of all transactions ensured alongside digital payments. “Initially, this digital system has been activated only for cases pertaining to Sector D-12; however, other sectors will gradually be incorporated into this system in the near future to ensure the provision of quality, transparent and timely services to citizens,” the press release said.
CDA board meeting
Meanwhile, the first CDA board meeting of the year was held at the civic agency’s headquarters with the CDA chief in the chair.
The board approved the allotment of a plot for the construction of lawyers’ chambers and a multi-storey parking area adjacent to the lower courts. The plot has been provided as an alternate site, replacing a previously allotted plot, upon the request of the Ministry of Law and Justice.
The meeting also approved the allotment of a plot to the Pakistan Engineering Council. Furthermore, the board discussed a request for the provision of land for the construction of the Field Audit Office Complex in Mauve Area.
The board deliberated on the feasibility study and detailed design of the Shahdara Dam project, the study of the water treatment plant and the conduction lines to meet the water requirements of Islamabad.
Additionally, the meeting decided to seek technical assistance from Suparco and the Survey of Pakistan for developing GIS-based datasets for the digital basemap, geospatial web portals and a decision support system for the entire administrative jurisdiction of the capital city.
The board also approved the hiring of a government/State-Owned Entity (SOE) consultant for the assessment, retrofitting, upgradation, design, procurement and execution of fire detection, fire suppression, life safety and HVAC systems in the Supreme Court building.
