UN Secretary-General Antonio Guterres has said that attacks by Hamas on Israel did not occur in a “vacuum”, adding that he was deeply concerned about the “clear violations of international humanitarian law” in Gaza.

Anadolu Agency reports the UN chief told a session of the UN Security Council that “no party to an armed conflict is above international humanitarian law.”
