No funds, no staff for Jamshoro district govt

HYDERABAD, Dec 14: Despite a lapse of one year since the creation of Jamshoro district on Wednesday, no significant development has taken place in the district. Jamshoro has not been given funds, vehicles, machinery, ministerial staff and district government staff.

Two successive DCOs apparently made no efforts to seek funds and complete staff for the newly created district.

The Jamshoro district had been treated badly till December 14, 2004, by the Dadu district management.

Then the Sindh chief minister announced creation of new districts in the province.

The Dadu district government had no shared funds with the Jamshoro district.

Currently no proper record is available in the Jamshoro district government about foreign funded-projects, payments made to contractors, share of Octroi and district tax and the balance of budget.

A district government source said that being a new district, Jamshoro needs funds as they have to start everything from scratch.

Offices and vehicles are to be provided to EDOs, district officers and deputy district officers.

Even the Jamshoro DCO is yet to get complete staff for his office.

The EDOs do not have complete ministerial staff.

Full time EDOs of education, works and services, community development, law and information technology are yet to be posted in the district, for which the summary of new establishment (SNEs) have been reportedly approved by the Sindh government.

The source claimed that a formula has been devised between Dadu and Jamshoro districts for distribution of funds, according to which 34 per cent share has been decided for Jamshoro.

He lamented the fact that the formula devised has not been adhered to.

It is learnt that the Dadu district was to provide around Rs14 million to Jamshoro for the National Programme of Improvement of Watercourses (NPIWC) but gave only Rs10 million.

Around 135 watercourses are to be lined in all talukas in the current fiscal year, for which the Sindh government has also released an amount of Rs6 million.

Apparently the outgoing DCOs remained least concerned about seeking funds, vehicles and staff for Jamshoro from the provincial government.

The Dadu district had PPP-backed Malik Asad Sikandar as its district nazim before bifurcation.

In the recently held local body elections he managed to retain his seat as the first nazim of the Jamshoro district.

For the year 2005-06, the Jamshoro administration worked out an ADP of Rs139 million.

Only schemes in health, education and road sectors are being executed with a slow pace of funds’ release.

“There is only a communication gap but everything would be set in order gradually,” the district government source said.
