ISLAMABAD: The Federal Investigation Agency (FIA) on Tuesday recorded statements of a number of employees of the Capital Development Authority (CDA) in a bogus plot allotment case.Separately, another alleged bogus allotment case of seven plots in D-13 worth millions of rupees also surfaced in the CDA which is currently being probed by its security directorate.

In April this year, FIA had registered an FIR against 10 officials of the CDA on the charge of fraudulently allotting a plot in I-11.

The FIA lodged the FIR after completing the inquiry into one of the seven alleged fraudulently allotted plot cases. However, the FIRs of the remaining six cases are yet to be registered.

Sources said some of the nominated accused in the FIR filed a case in court for quashment of the FIR. To defend the case, the FIA recorded the statements of the CDA officials on Tuesday.

According to FIA’s notice available with Dawn, 27 officials were supposed to appear before the investigation officer.

“The agency is conducting an investigation regarding plot No 1701 size 25x40 in sector I-11/2 Islamabad fraudulently allotted in lieu of plot No 209 size 25x50, sector I-10/2 Islamabad, which was also shown allotted in 2016 fraudulently,” read the FIA’s summon letter issued on Monday.

“The relevant officers/officials need to be appeared before investigation officer of subject case. The matter may be treated as urgent and must compliance as the matter is in the Court of Law,” read the letter.

In response to the letter, CDA officers/officials appeared before the investigation officer and recorded their statements.

The scam surfaced in August last year when the security directorate confiscated the records of seven alleged fraud files from the One-Window Operations of CDA where the same were being proceeded for further transfers. After confiscating the seven files, the security directorate conducted a probe and reached the conclusion that these files were bogus, and referred the case to FIA.

But, surprisingly, the FIA is still sitting on the six files.

Dubious transfers of eight plots in D-13

The security directorate got a tip-off recently that during the last two months over one dozen plots in D-13, 1-12 and I-14 were also transferred fraudulently, sources said.

They said the security directorate sought the records of the transfer of plots in D-13 but despite the passage of one months “seven files of D-13 are still untraceable which indicates that the transfers were made on the basis of bogus files,” said the sources in the land directorate.

“It seems this is going to be another big scam. Why the files are missing or untraceable? I guess there is something fishy,” he said and added that after getting the record of D-13, the security directorate will confiscate the record of the transfers of plots in I-12 and I-14.
