The bench comprised Justice Sarmad Jalal Usmani and Justice Ameer Hani Muslim.
The petition was filed by PPP MPA Jam Saifullah Dharejo, Jam Mehtab Dahar and others through their lawyers Mujeeb Pirzado and Imdad Awan.
Sindh advocate-general Anwar Mansoor, additional advocate-general Ghulam Dastagir Shahani and additional attorney-general Farooq Pirzado represented the Sindh government.
Mujeeb Pirzado, during his four-hour long arguments, termed the increase of union councils as illegal.
Mr Pirzado said the Sindh government had increased union councils in the district by violating sections six, eight and 11 of the Sindh Local Government Ordinance.
He said the government was not empowered to shift certain Dehs from one taluka to other and termed the action based on ‘malintention’.
He said it was quite clear in the presidential order No-8 that only the election commission had the power to increase union councils.
Mr Pirzado said the union councils had been increased in the district to provide win to government-backed candidates.
He said it was evident from visits of the Sindh chief minister, ministers and advisers that they were interfering in the local body elections directly.
He said they were harassing and threatening MNAs and MPAs of other parties to bag their support.
BISE: The controller of examinations of the Board of Intermediate and Secondary Education has announced that the examination forms and fees from eligible candidates of the HSC part-II (class-XII) supplementary examination 2005 will be entertained through affiliated colleges and higher secondary schools up to October 5 without late fees while with late fees of Rs100 the examination forms will be accepted up to October 20.
Accordingly all candidates who enrolled first time at the HSC part-I annual examination 2003 at HSC part-II annual examination 2004 and could not qualify by availing due chances are also eligible to appear at the HSC part-II supplementary examination 2005 at a last chance.
PROTEST: Sukkur DIG Syed Zulfiqar Shah on Tuesday ordered inquiry against the SHO of Muhabat Dero Jatoi, Naushahro Feroze district. Hundreds of people of the area had staged protest outside his office.
Protesters alleged that SHO Khamiso Janwari was allegedly involved in harassing and arresting innocent people and later release them after getting illegal gratification. They demanded that the DIG should take action against the SHO.
