From The Past Pages Of Dawn: 1970: Fifty Years Ago: Dismemberment plan

LAHORE: The Government has decided that the Provincial Government servants entering into service after October 14, 1955 — the date of integration of various provinces into One Unit — would go back to their units of domicile. Those who were in service earlier would, however, resume their service in the units they were serving before the integration.

According to present indications, there would be four units namely the Punjab with Bahawalpur, the Frontier with Malakand division, Sind along with Karachi, and Baluchistan. The Provincial budget proposals were being prepared keeping in mind these four separate units.

The new provincial governments are expected to come into operation with the commencement of the next financial year and the preparations in this regard are in full swing. The general guidelines with regard to division of assets between various units are believed to have already been decided by a committee recently appointed by the Central Government. ...

The blueprint of the dismemberment plan is expected to be ready by March 31, the date by which the legal framework for the next general elections is to be announced by President Gen Yahya Khan. The legal framework is understood to take into account the number of units to replace the existing province of West Pakistan. — Agency
