The budget documents show a record development outlay of Rs26 billion which comes to over 60 per cent of the total budget. It also includes Rs1,395 billion to be provided by the Sindh government under the head of ADP and Rs6,000m under the Tameer-i-Karachi Programme.
The budget was approved amid thumping of desks shortly after the City Nazim, Niamatullah Khan, concluded his speech. Naib Nazim Tariq Hassan presided over the budget session.
Except for the members belonging to the Haq Parast group who boycotted the proceedings of the budget session, members of all other groups were present in the House.
Prior to boycotting the budget session, the members of the Haq Parast group torn off the budget documents and chanted slogans over water shortage.
The CDGK’s budget outlay includes Rs8,850.13 million under the head of devolved departments (both salary and non-salary expenditures) and the Water and Sanitation department’s next fiscal year’s budget of Rs7,358.84 million.
According to the budget documents, the CDGK’s current receipts have been estimated at Rs18,623.32 million and capital receipts at Rs7,595.85 million.
The total expenditure has been shown as Rs43,807.35 million with a major chunk of Rs10,919.33 million for the Works and Services Department, followed by Rs7,840.26 million for education; Rs5,376.22 million for Malir Development Project; Rs2,573.62 million for health department; Rs2,577 million as share of towns and UCs and Rs1,330.81 million for Lyari Development Project.
The CDGK has also earmarked Rs1,254.70 million as funds for the city’s 178 union councils, women, general and minority councillors of the City Council.
In the budget, an allocation of Rs 7,358.84 million has been made for KWSB in which its current expenditures have been estimated at Rs3,597.51 million and development expenditures at Rs3,761.33 million.
On the non-development side, the CDGK’s establishment expenditures for the next fiscal year have been estimated at Rs 3,301.69m; contingencies Rs1,245.76 million and repair and maintenance expenditures at Rs193.36 million.
The CDGK has set aside Rs2,577 million for transferring funds to the city’s 18 Towns and 178 union council under the head of matching grant in lieu of octroi, besides Rs1,254.70m have been allocated for undertaking development works in all the 178 union councils and for those members of the City Council who have been elected against reserved seats.
TKP: An amount of Rs6 billion has been earmarked under the head of Tameer-i-Karachi Programme for constructing roads, bridges and drainages, establishing crisis management centres, preparing master plan for water supply, solid waste and also for undertaking a number of other development works.
DEVELOPMENT PLANS: Major development projects to be undertaken in the next financial year include construction and improvement of inter-city/town and UC roads and intersections for which Rs400m have been earmarked; improvement and maintenance of roads, footpaths, culverts, roundabouts and intersections (Rs160m); CDGK’s share for development works to be undertaken by Citizen Community Boards (Rs150m); development and improvement of inter-town roads (Rs130m); Karachi Institute of Heart Diseases (Rs100m); implementation expenditure for Rail-based Karachi Mass Transit System -– Corridor-I (Rs100m); Sohrab Goth flyover (Rs100m); Hassan Square flyover (Rs40m); development works proposed by women councillors of the City Council (Rs88.50m); construction of inter-city bus terminals (Rs80m); purchase of fire tenders and fire equipment (Rs79.25m); Karachi Medical and Dental College Phase-II (Rs60m); renovation, improvement and widening of Hawkesbay Road from Grex village to Hawkesbay beach (Rs53.25m); for launching housing schemes (Rs50m); provision of electricity on major roads (Rs50m); revitalization of government educational institutions (Rs50m); construction of underpass near FTC Flyover (Rs50m); City diagnostic centre (Rs50m); construction and development of women library (Rs40m); construction of at graded/adjacent roads at Liaquat Flyover (Rs30m); construction/ improvement and de-silting of storm-water drains (Rs30m); construction of new fire stations (Rs27.50m); industrial farming estate (Rs25m); dualization of Habib Rahimtoolla Road (Rs23m); improvement of Manghopir Road from Sarhad petrol pump to Surjani Phase-II (Rs22m); construction and improvement of garbage transfer station (Rs20m), development of parks (Rs21m); specialised diseases hospital (Rs20m) and improvement of electricity on Sharea Faisal (Rs20m), provision of basic facilities in the areas old district council, including the CGDK.
The other major uplift plans, along with the amount allocated for them, include construction of Aiwan-i-Riffat (Rs20m); construction of Khada market (Rs20m); construction and development of Fish Aquarium at Clifton (Rs20m); FTC Right-Turn Flyover (Rs10m); development of Safari Park (Rs18.50m); setting up of a school of physiotherapy (Rs20m), provision of facilities for treatment of psychological diseases by setting up of units in the CDGK’s major hospitals (Rs20m), provision of basic health facilities in rural areas/goths (Rs20m); development works at Landhi and Orangi cottage industries (Rs20m); construction of Road in Korangi I-Area-8000 and Landhi-I Area-8000 (Rs20m); rehabilitation of health care centres, basic health units, child and mother care centres (Rs15m); construction and improvement of boundary walls of graveyards (Rs15m); construction of indoor gymnasium at Sports Complex (Rs15m); rehabilitation of maternity homes (Rs15m); upgradation of existing schools to model schools (Rs15m); development works proposed by minority councillors (Rs13.50m); setting up of chest pain centres (Rs10m), development works proposed by city labour councillors (Rs13.50m); security system for Civic Centre and purchase of equipment for crisis management cell (Rs10m); purchase of ventilators for the Intensive Care Unit of Abbasi Shaheed Hospital (Rs10m); setting up women university (Rs10m); construction of market and commercial complexes in city district areas (Rs10m); purchase of heavy machinery for central pool (Rs10m); construction of fire station at Gulistan-i-Jauhar (Rs10m): improvement and renovation of hospitals, maternity homes, dispensaries and clinics (Rs10m); development of Malir River belt (Rs10m); gateways at Super Highway and at Hub River Road (Rs7m each), etc.
