LARKANA, Dec 11: A division bench of the Sindh High Court, Larkana, on Thursday asked the Deputy Attorney General to file comments in connection with a petition.

The constitutional petition was filed by Nisar Ahmad Noonari, senior revenue officer, PTCL, Larkana.

Deputy Attorney General Abdul Fatah Malik represented the federation and Larkana PTCL divisional engineer Gulzar Soomro appeared on behalf of the PTCL.

The bench comprised Justice Sarmad Jalal Usmani and Justice Ali Aslam Jafri.

Mr Noonari stated in the petition that he had applied for the post of director, budget and payments, and appeared before the selection committee on March 3 along with five other applicants.

Three committees had been constituted for Islamabad, Karachi and Lahore.

The petitioner said the committees aggregated the merit. He observed that the merit could only be aggregated when there was one selection committee.

He said 11 of the 20 posts were filled up to July 29 and no candidates from Sindh and Balochistan were selected.

He said the committees had violated the quota system.

The petitioner prayed the court to declare the procedure adopted by the respondents illegal.

He further prayed the court to direct the respondents to prepare a fresh list on the basis of interviews conducted by each committee and observe the provincial quota.

The petition will come up for hearing on Jan 15.
