THE Balochistan Public Service Commision needs reform on the format of the Punjab Public Service Commission as adopted by the Khyber Pakhtunkhwa Public Service Commission.
The system of examination and interview mechanism in Balochistan is outdated. Nearly six universities are producing MBAs and BBAs and two of them MA and BS (economics) but no jobs relating to grade 17 have been advertised in the Finance Department.
Since 1994 the Police Department has not advertised the position of DSP, inspectors, sub-inspectors. Only ASI posts are advertised. It is a cruel joke with candidates.
The Excise and Taxation Department is the place where MBAs and MAs (Economics) can be adjusted but there is no mechanism for examinations for inducting potential students.
In the health, education, planning and finance departments the situation can be improved but the government has made no serious effort in this regard and has let the clerks run the affairs of the province. What a pity!
Similarly, rot has set in various other departments of the provincial government. Little effort is made to fill in the posts through the Balochista Public Service Commission.
Although the authorities like the Quetta Development Authority, the Quetta Electric Supply Corporation, Wasa and the PDMA are autonomous bodies, they are functioning with the resources of the Balochistan government. The main problem is that merit is ignored and the people are made to suffer.
Research officers with computer analyst post should be posted so that the records of all departments are updated.
The BPSC should hold examinations every year for the various departments on the basis of groups, as is done by the Punjab Public Service Commission.
This will stop lawmakers and ministers from getting involved in the recruitment and selection process. This will give them enough time to focus on law-making.
The interview system must also change as at present the chairman and members of the BPSC ask questions from papers they hold in their hands. This is inappropriate. It is time to strengthen the institution.
