Capital police set up complaint cell.... what is the guarantee that complaint cell is not going to be corrupted... so we have to create another complaint cell and what is the guarantee that, that cell is not going to be corrupted... it is nothing but a vicious circle...The vicious circle has to be shattered. so Pakistanis can enjoy the benefits of the virtuous circle.

An effective, independent, non-political and competent force can eliminate at leat 50% of crimes in the society. Is it too much to ask, only 50% please?

When there is no check and balance, no impeachment and no fear of getting caught or punished , things never change. Thats the rule of good civilizations. Western countries have a very good and effective judicial system for this purpose. We unfortunately have the worst judicial system one can think of. Slightly clever guy can easily manipulate the law for his own personal good. Most of the novices don't even know how to get help of law. We have very good and effective law enforcement agencies but there output is zero because of judicial system. So these cells will only be effective and fruitful if judiciary does its job. Otherwise nothing can help. We have to be strict with manipulator and egoistic, highly overpaid judges and lawyers who are the reason for a bad name to the system and who are the root cause of spoiling the efforts of the good and honest lawyers and Judges. Thats the answer for the uplifting and strengthening of rest of the departments, government or private.
