Russian defence minister due today

ISLAMABAD: Russian Defence Minister Sergey Shoigu will visit Islamabad on Thursday for talks with Pakistani leadership on strengthening defence cooperation and sale of military equipment.

This will be the first visit to Pakistan by a Russian defence minister in recent past.

The minister, according to a source, would stay in Islamabad for a few hours before returning to Moscow. Neither side has publicly announced the visit.

A defence ministry official said the two sides would discuss full spectrum of defence collaboration during Mr Shoigu’s visit.

Mr Shoigu had earlier in the week visited China where he said that defence ministries of Russia and China were seeking to form a regional collective security system in the Asia-Pacific due to concerns that the US was attempting to strengthen its military and political clout in the region.

Russia and Pakistan have lately been working on enhancing defence cooperation and are believed to have already covered a lot of ground. Exchange of visits by military commanders in recent years is an indication of progress achieved in this regard.

India’s decision to enter into tighter embrace with the US had prompted Russia to rethink its defence relationship with Pakistan.

The visit also comes against the backdrop of reports that Moscow had given go-ahead for sale of MI-35 helicopters to Pakistan, which is interested in purchasing up to 20 helicopters.

Russian Ambassador to Pakistan Alexey Dedov had in a radio interview said that the helicopter deal had been “politically approved” and further negotiations on details of the political-commercial contract were in progress.

Pakistan’s former ambassador to Russia Khalid Khattak said the Russian defence minister’s upcoming visit reflected improvement in ties between the two countries. “We are entering a phase of defence collaboration in procurement and production. It’s important,” he added.

But a defence source said the Russian side was unlikely to make any major announcement during Mr Shoigu’s trip because of President Vladimir Putin’s visit to Delhi next month. “They would not like to disturb Putin’s visit,” he added.

As per news reports G20 leaders even refused talk to Putin in Australia, Modi should ask Putin to clarify this relation ship. It is not as simple as it is made out to be in the Pakistani media ... for the following reasons, (1) Pakistan can never replace India in terms of the dollar amount of deals, which the Russians can not ignore. Russia's arms deals with Pakistan will never be at the expense of India. However the Russians gaining a slice of Pakistani arms market is win-win for all. If Pakistan can show the money, good for them. (2) Russia is expanding its areas of influence in the region, and trying to blunt US influence and control on Pakistan. And (3) Russia gaining ground in Pakistan is good for the region, as it may eventually broker a peace agreement between India and Pakistan in the future.

But still Russia is one the most trusted & biggest defense partner of India and we are still working together on many major defense project including 5th generation fighter aircraft. Though it is Pakistan to decide, yet, the best thing for Pakistan will be o think about its own interest & then decide which group to join. It must not allow itself to be used by others again & again. US used it to fight Soviets & then dumped, more recently, it was used after 9-11. India chose its alliance per need of hour & per its national interests. Pakistan should do that with its interests in mind. Russia for sure is not the future under Putin as he is not liked much by Russians. No doubt world needs a strong Russia,but, not the way it is acting now. Pakistan should be careful to decide.

With Central Asia added, it will make a strong trading, energy and military grouping. Until Kashmir is not resolved, India will be excluded. US will take care of India, not to worry.

What people here, Indians and Pakistanis both, don't realize here is that, Indian Polity as a National Representation thinks and believes itself to be on par with any nation, be it with Russia or USA and talks and engages with them on equal terms. We do not have any dependency on other nations for our well-being, economically or in any other way. This is because we have had a strong Institutional Base which Pakistan just does not have. Regarding Pakistan-Russia relations, be that as they are, Russia would not be the one trying to distance itself from India. After all economically, Russia is dependent on India more than Pakistan. What readers from Pakistan seem to conveniently ignore is that Vladimir Putin is visiting India next month, do you really thing that would have had been the case had Russia been trying to distance itself from India ?

Pakistan and Russia have decided to improve their multi-dimension tie which is a positive sign for Pakistan to develop and upgrade its military equipment’s. Russian Federation is reasserting its role in its immediate sphere of influence and beyond, and Pakistan is looking for new avenues of opportunities in the face of US/western standoff. Therefore, both have geopolitical and strategic compulsions to improve their relations. Both envisage a role for themselves in achieving peace and stability in Afghanistan and economic cooperation in Central Asia. While Pakistan needs Russian investment for reviving its economy due to dwindling American aid, Russia also eyes Pakistan as a good destination for its investments and trade.

Russia’s approval of selling MI-35 helicopters to Pakistan in order to help combat terrorism in the region shows commitment to defeat this scourge and make Pakistan a peaceful country. Earlier in 2013, Russian President Vladimir Putin had also condemned the Quetta terrorist attack as a criminal and barbaric act that was aimed at destabilizing the situation in Pakistan.

@Ahsen. Russian weapon's are no way inferior. They definitely match the american and European standards and in some cases, better. Chinese equipment is junk which even Chinese military won't buy. Even now, the Chinese jets have Russian engines. More importantly, Pakistan doesn't need top of line aircraft as its nuke deterrance exist. But the military copters will help Pakistan in the fight against militancy in KP.

Pakistan is very much known for its hospitality among the international community. It has always been enthusiastic in welcoming the other members to its own soil. Russia have been observed as a friendly country towards Pakistan. The upcoming visit of defense minister shows that Pakistan is again on its way of extending and strengthening its bilateral relations with other countries. Its a one to one relationship and must be influenced by the activities of India or USA.

Sushma Swaraj, indian FM told Russian diplomats in July that India wouldn't be pleased to see its defence cooperation with Pakistan. Mostly Armaments you can see no body asked for Tech, University Research facilities, they are for MIGs, T series Tanks, Frigate etc.

Yes, India does not buy as much from the Russians now as we did in the past, but even now, what we buy will be far more than what Pakistan can pay for. So Putin will be quietly told to back off on any arms sales to Pakistan next month when he comes visiting and that will be it. No need for Pakistan to get too excited!!

Looks like a major shift in Russian policy, but not a bad move indeed. Yes, it is wise to form a parallel group which will be good for the entire world. After the disintergration of USSR, the US has taken undue advantage and playing the cop of the world, with UN under its total influence. China, along with Russia could play a vital role in balancing overall world politics and Pakistan could play an important part as well.

This isn't a star plus drama episode. You don't blindly trust another country, but forge ties that mutually benefit both parties. Your statement revolving around money is over simplistic and naive at most.

Accept Russian help and buy equipments from them and see what USA will do with you... Actually USA has to just stop the aid which Pakistan is enjoying for long time :-).USA has enough money and they can give some USD and arms to Pakistan for free of cost but that is not case with Pakistan. Just think if USA stops aid to Pakistan :-).Russia can sell weapons to Pakistan but you know what? We are developing weapons fighter planes and super sonic missiles with them. So Pakistan will get from Russia only what India used to get many years back. Russia will not sell any technology to Pakistan and will not think to loose their biggest arms buyer India. But I just imagine how Pakistan will buy these helicopters? Will it ask USA to give money to buy some Russian arms :-)))

Russia will ask for hard cash at a time it is facing international sanctions. and you will pay them what USA gave as aid? That just won't happen. Russia is just putting pressure on India ahead of Putin's visit to New Delhi so that India buys Russian arms, the sales to Pakistan will never happen.

@Hyder Good analysis ?I doubt...Pakistanis a ttrusted partner? Like USA gave so much money and you used money and arms against them only. Can Pakistan affords loosing USA and its aid? Russia can afford loosing a friend like India at least at this stage when whole world is against them and India stands by? Russia already selling arms to China which China copy label China and sell to Pakistan, so logic says that better to sell directly to Pakistan :-).selling to China or Pakistan doesn't make any difference but you will never get technology, just checking chill and read where indo Russian relations are heading tw. We will be buying their equipment but also develop advanced weapons in joint venture also. Brahamos super sonic missiles is just an example.but your copy cat friend China proved this time they are thief also as they stole this technology and label Chinese. Soon it will come to you guys also, but always remember it is made by Indo Russia :-)

@Sohan US aid is for arms trade. To fight Taliban. US aid is $5bn over 5 years. Pakistan make that up by increasing its textile exports to Russia and perhaps selling arms to Rebel groups around the east side. No problem.

India is growing power and second biggest market ,nobody will afford to loose it whearase Pakistan is the biggest begger which keep looking for ppl who can exploit it and in return throw some dolars. This is all political posturing and a signal to India before President Putin's Delhi visit. Being the biggest buyer of Defense equipment from Russia, India has diversified its purchases which is hurting Russia financially. The Russians also want to disrupt the Pakistan/America relationship since purchase of Russian equipment may eventually lead to the Americans withholding defense cooperation and Aid to Pakistan. How this gambit plays out is anybody's guess. For sure Santa Claus is not visiting.

Right step in right direction, Pakistan and Russia should bury their past, look forward for better tomorrow , Russians can equip us with modern technology , Russians are more loyal than U.S , America is our faceless enemy and time tested failed friend. After the successful relationship between Pakistan and China , it is inevitable to reject option of Russian cooperation and military help. Unfortunately , Pakistan joined American block , historical mistake of Liaqat Ali KHan , who then realized it was wrong step to join hands of America. If Pakistan had joined Russian block , Arabs of Middle East would have sovereign and dominant in the region. Good Luck , go ahead and sign for welfare of Pakistan.

@Muhammad Ali Samo Loyalty applies to dogs, not countries. Countries and their prospects are focussed on their own interests. So, please keep the emotions aside and think reasonably. China, didn't support Pakistan during Kargil conflict. China now seeks alliance with India out of business interests since India is a much larger market. Russia is coming to Pakistan out of business interests. Nothing else.

@Rishi This is called Politics and the treaties or agreements or new ties and alliances are made on the basis of new and upcoming events which will influence the geopolitical environment of the region not on the fact that as we were rivals in the past so we ought to be the same forever. USA is starting 2nd cold war against China, China at present has the support of Russia in this scenario against USA but here is another issue, China is spreading its legs far north east area crossing Mongolia the region once controlled by USSR, China is replacing the already living population mostly Russians with its Hun population and that will in future will become an issue between Russia & China and you will see USA will try to avail this opportunity by making alliance with Russia the former enemy of USA against China. So these are the things which influence the strategies and politics between or among countries. The countries which once were rivals become friend or vice versa. who knows there might come a time when Pakistan and India will make a strong alliance against the one who is menacing to their mutual interests. Recent visit of Russian defense minister to Pakistan is an attempt to counter the recent US-India ties. So this happens all the time world history is filled with such kind of sudden political moves. Most important of all read the headline it says he is coming to sale military weapons not coming to give Pakistan any kind of aid or dollars instead he is on marketing job taking Pakistan as its future costumer. So keep your analysis out of conventional and biased thinking against Pakistan and observe the things how they work.

To my Pakistani friends: "Your problems will not go away through partnership with China or Russia or whoever. Yours is a problem of education, economics, and law-order. Empower a secular constitution and give equal rights to all your citizens. Focus on teaching science and mathematics to your children. Above all build a judicial and a democratic system that enforces the law of the land above religion and ethnicity." That's where your salvation lies. By all means pursue your partnerships with China or Russia (whoever gives you peace of mind against India) but keep a relentless focus on building a secular democratic country.
