LAHORE: The Lahore High Court directed the Federal Public Service Commission (FPSC) on Tuesday to conduct Central Superior Services (CSS) examination in the Urdu language next year.
The Supreme Court had passed a similar judgement in 2015.

On Tuesday, Justice Atir Mahmood took up a petition filed by Advocate Saifur Rehman who has applied for appearing in the examination. The petition said that the FPSC advertisement announcing the examination did not mention which language the examination would be conducted in. The petitioner requested the court to order the commission to comply with the directive issued earlier by the Supreme Court.
The judge turned down his plea to ensure that this year’s examination was conducted in Urdu, citing paucity of time.
The counsel for the commission told the court that the FPSC was making arrangements to switch over from English to Urdu. A committee had been constituted to prepare recommendations in this regard and the matter had also been taken up with the Higher Education Commission, he said.
Justice Mahmood said that since this year’s examination would be held at the end of the current month, the court was not inclined to issue an order for immediate implementation of the SC judgement.
He dismissed the petition with the directive to the FPSC to ensure that the examination in 2018 was held in accordance with the dictum laid down by the apex court.

1) All the subjects like sciences, social sciences, humanities etc. are taught in English at B.A, M.A level throughout Pakistan.
2) All the reading lists recommended by Universities for their degree courses and by FPSC for CSS are comprised of books written in English by foreign writers.
3) Are the candidates supposed to get education in English, prepare for CSS through books written in English and then translate all that in Urdu by themselves?
4) At best the FPSC can allow candidates to attempt papers either English or Urdu.

So in a country, where from primary to secondary till higher education every educational data is in English and that country is trying to convert CSS examination into Urdu is bit of an irony and complete paradox. Albeit, in order to carry out this mega project, first of all you have to revamp your whole educational system, convert every existing living data from English into Urdu. afterwards you have to start doing research work in Urdu.
it is a waste of time of our judiciary to listen to these futile petitions.

In Pakistan the best schools and colleges are those where medium of teaching is in English and all the best reading material specially scientific is in English.We can compare with the annual results of English and Urdu medium institutions and find out who excels.The decision may leave some dark spots and it would be better that CSS examination is held in both languages I. E Urdu and English.

Most of government departments already crowded with inept funtionaries. Their working condition and performance results are well known to every one.
Decision of switching to urdu will prove death knell in the coffin.
I think courts jobs are giving judgments and not fixing direction on decision making process of the governments.

Just forget about Eastern Neighbour ...what are you going to achieve by this. In South India Urdu is not language of instruction but Islam and Christianity have not lost their culture.... in fact those are the best states in education and advancement.
Yes , China and Japan have progressed without much of English but don't bring culture as the main reason for not accepting English as a " language ". These two countries missed on IT boom because of absence of English language proficiency.
And Urdu is a rich language and no way English can match with Urdu language and literature. So make proficiency in both languages a MUST.

A Very Good News Indeed, Urdu should be used as primary means of business, communication and all kinds of education, along with other languages as optional learning languages. The Absorption rate of content in our mother tongue or National Language is phenomenal as compared to a foreign / international languages.
on the other hand, when someone expresses in their mother language or national language, the delivery becomes natural, creative and exclusive as compared to reciting the written words from English Text Books as possible Answers!

FPSC must submit challenge this LHC decision in Supreme Court; as it is just because of English Language skills of Pakistanis that they can express themselves much better than other nationals while competing in internationally. Therefore, it is quite easy for them to get jobs in multinational companies and whereas the expertise of Urdu language can enable them to work abroad in India only.

If 92 percent fail in English does that mean we remove English from our syllabus? Such a shame. Instead we should make them equip with the language. Most advanced books and literature are in English language, how will they compete outside ? India on the other hand have tried to master the language and not change their curriculum which is now paying dividends to them.

English subject should be optional at CSS level. It will resolve most of the issues.
As an additional rule, they may add that anyone who will not take English subject will not be eligible for Foreign department.
If china can progress with Chinese, so can we with urdu.

Full pathetic and insane act! Another anti nation strategy. We need to educate our children by choosing main stream as English subjects. Parents dig deep their pockets to teach their children in elite English schools, which lead them to become fluent in English in order to pursue their studies in the Universities local and abroad. Bold decision!
I am of the view that, there should be a choice for both English and Urdu.Or the government should make a proper arrangement to translate the compulsory subjects in Urdu with the help of Higher Education commission.
The essay paper should be in Urdu because many students have a good knowledge but due to weak expression skills they fail.
Moreover, those who have been part of this English system can not claim to be more intellectuals then those who favor.... Urdu Vice versa......

It merits mention at this crucial juncture in time and history that no country in the world including China, Germany, Japan, Sweden, Norway, France, Brazil, Canada or the U.S. has progressed and became prosperous without fully implementing in letter and spirit its own language across the length and breadth of the society at large.

The decision of switiching from urdu to English in the top most competitive exam of Pakistan is not a valid logical decision. It will decrease the quality of the exam and as we know English is an international language and our CSS successful candidates had to take up with international community, the decision seems to be very unfair and pathetic. This decision is to make the politicians happy and as politicians are not as qualified as the CSS candidates, the decision seems to track the competitive system down to the thumb of politicians. There should be choice to get the exam in either English or Urdu.

There emerges the ocean of argumentative and debatable questions regarding this "Rapid throw" decision.A child, when admitted in school, gets primary education in mingled languages i.e. mother tongue,national language(Urdu) and English.The same goes till the secondary education.As a student comes in higher secondary level ( XI,XII), he/she is obliged to get education in English medium and again this medium remains as the major component of his/her studies till the higher education(final degree).As a result, the entire life of a Pakistani student has a major background of English as an academic language.How can it be possible for a student to prepare for this (reputed) competitive examination in Urdu, besides that he/she had English as a major educational medium?

Moreover, how a candidate whose academic background is in English can opt Urdu in CSS exams? the only option left is, keeping Urdu subject compulsory instead of making it optional. The English/Urdu essay should be introduced rather than only English Essay.

When the entire medium of education is mainly in English why conduct the examination for elite civil services in Urdu? If we try to revert back to Urdu as major language we will have to make overhaul changes right from lowest level which i think isn't required at this stage. To compete at international level we need to improve higher education standard like India did. Obviously grass root level also needs revamp.

With failure of 92% of Student in English paper I thought relevant functionaries would come something concrete to deal with drastic standard of education. But beyond expectation LHC would come up less thought out plan with introduction of Urdu language. CSS is considered Pakistan’s one of the prestigious examination that attract thousands of aspirants to be part of bureaucracy and contributing in different departments towards prosperity and brighter future of nation.
It is not as simple to divert all at once court should start with itself by completely shifting helm of affairs in Urdu, on other hand there should be uniform educational system where Urdu is dealt as primary language.
Last but not least Pakistan is multilingual nation where it takes equal amount of time in learning English and Urdu and secondly our education system also falls in line with English as medium of instruction from primary. In nutshell the decision does not carry enough weightage before it get final approval.

It is a bad idea. Nationalism apart, English is an international language and most scientific publications are in English and no effort has ever been made to translate them in Urdu. Chinese translate every publication right away. We will lag behind. As is English writing standards in Pakistan are very poor.

Their official correspondence, computer language, machine language, high tech machines, telecommunication, cellular system etc. what Pakistan has developed yet in Urdu? You can't even find higher studies books in Urdu. Can you name any book on MBA course marketing, management, economics, production management, etc. all the modern research is being conducted in English not in Urdu for

The foremost phenomenon is that English is a ubiquitous dialect . Everyone can fathom English now a days every where and as , a civil servant deals with every kind of personals ; locals , envoys , missions , foreign people and the most important is that he interacts with foreign bureaucrats , he must have a paramount English. If he will not be expertise in English how will he be able to communicate well with others . If one cannot bring himself with par to CSS requisites , he should not apply for it . It is utterly unintelligible that a person wants to have a commission on his own conditions not on those which are given by a statutory institute , than what remains for competition ? . It is an examination for competition and for those who are cream of PAKISTAN , not for those who want the test to be conducted upon their own desires . Its just degradation and nothing else .

FPSC 'might' provide the luxury of attempting all papers either in Urdu or English. Don't expect anything more. But how are those candidates who pass after attempting css in urdu going to fare in interview and psychological assessment is a question requiring nothing more than common sense to answer.

I think It is good that the exam is being conducted in English up-to-date for those whos' mother tongues are Sindhi, Balochi, Pashto and at some extent Panjabi, etc because most of them are not as good at Urdu as they are at English when it comes to writing. If it happens then it will only benefit Urdu speakers and those who are converts & had left speakin' their mother languages. Hence, if it is going to be conducted in our national language then it must be conducted in provincial languages too.

And as for our language, what about our regional languages? and finally, lets be realistic, we need english at this point to progress in the world. Esp is fields like IT, finance etc. Urdu will not give us that leverage which english can. Lets develop urdu side by side but throwing off english is not the right thing to do. It doesn't matter which language the CSS exam is conducted in. Has this obsolete exam led to any improvement in governance and administration in the country over the last 70 years except giving an inept, corrupt bureaucratic system? I believe not. I think CSS exam needs to be abolished altogether. Its immaterial to change the exam language as far as improving the administrative structure and culture of the country is concerned. A more modern, relevant and authentic mode of assessing the prospective personnel for bureaucracy is urgently needed.

Well all over the modren world countries like Russia China Germany France EEA countries where english is not the first language everything is taught in the national language. Well it has not been done in Pakistan. We have not produced such high standards Urdu books which can meet the modern requirements. It will be very interesting to see how this new law is translated. All the good material comes from english books even in the Army such books are followed . Well there could be an option what language one wants to take exam in english or urdu. But still there has always been a classification as urdu medium and english medium in our society. We have to see that how Afsar Shahi in Pakistan would digest such division when they work with an urdu medium if he/she is lucky enough to get a job cuz abt 70 long years they have used english as a language of command and yet urdu! Urdu is such a beautiful language but we need some hard work devotion and resolution to produce excellent books.

and yet after 70 years we cant decide the selection medium for real Managers of Pakistan who will be selected (not elected) and drive the country. why are we late ..we dont have decision making powers. or what.

Chinese do not speak English and lead the world economy. US, UK, Germany, Japan, France teach their people in their own languages and lead the world. All the countries which teach their children in foreign languages are behind in the world in science, technology and so in economy. India and Pakistan are the prime examples where their children are taught in foreign languages and they are basically behind the world in all aspects. What India is today is because of foreign investments otherwise they are decades behind China. It is scientifically proven fact that people who learn to study in foreign languages have difficulties in creating and developing technologies.

All subjects in all schools and colleges are taught in English.All universities in Pakistan follow course content which is compatible with what is taught in foriegn universities. Even all good books for nearly all optional subjects of CSS are penned down in English and now they expect us to turn down all we have been used to and all we have had read and studied. This is an archly dim-witted decision taken by those who deliberately want to make it worse all the more. For Heaven's sake do not do this discrimination to majority of aspirants who have had studied everything in English, except Urdu and Islamiat. And to Dawn, please raise voice, on behalf of all of us, for not letting it happen. If they really want to promote Urdu, start the process from scratch; pass verdicts to all primary, secondary schools, colleges and universities to teach everything in Urdu, which is the right approach to proceed with instead of wanting to mutate the already riped fruits according to your own taste.

We can't compare Pakistan with these countries. Without going into detail, I can tell you that there are some very specific reasons why these countries excluding Canada and US, used their native languages and still succeeded in the world.
Canada and US are countries of immigrants, everyone regardless of his/her native language has to adopt English as the primary medium of communication.
In order to see the impacts of such decisions, we need to compare Pakistan with similar countries such as India, Bangladesh, Sri Lanka and Philippines.
By the way, education in most primary and secondary schools in Brazil is in English, higher education in almost all institutions is in English.

Today millions of Pakistanis working in other countries ,has jobs because they have an edge to speak and understand English compared to other nations that do not speak English. This decision of Urdu is just absurd

It is an absolute bunkum ! I don't how can LHC directs such a ridiculous order to FPSC without considering the consequences.Can LHC translate all those books including optional medical and other best CSS foreign books in Urdu and help to change those minds who have spent all their lives to improve their English and qualify for CSS.What about those unlucky intermediate and bachelor students who are CSS aspirants and have studied their whole course from primary to master level in English.It would explicitly open floodgates of problems for such candidates.As Urdu language is much complicated than English and English is very simple as compared to Urdu and to me failures will be more than before.If you want to change a system so start from basis not from top and apply this rule on primry schools to see how well the system and society can take it.Even China and some other countries have also made their primry education in English.Don't try to ruin the future of people who have invested their time and efforts into it.This sheepish verdict has lot of potentional to keep us back and make the CSS aspirants disconsolated.I hope that FPSC will reject this ludicrous statement and give an announcement in the favour of students as 90% of the students are agaist this motion.

Good first step. It's high time our Urdu-hating country comes out of its inferiority complex and embraces its language as worthy of being a medium of education. In almost all non-English speaking countries, education is always in the national language. A national language is a source of pride for all nations except ours!
It's a shame that our "educated" people associate Urdu with ignorance. This is also a by-product of the colonialized mindset of the South Asian people.

This decision will level the play field between the elite famlies english medium students and the regular run of the mill urdu medium students. This is a great idea. No more O levels and A levels. Every citizen of Pakistan should be on the same level!

Asalamo Alykum, Students should have the option to answer in English or Urdu ... that would be fair to all and otherwise it will be a disaster ...
As is the case of our prevailing education system, there are more intellectuals coming from the English-medium than the Urdu-medium and they will get struck out ...
Lets not take Pakistan further back ...
