AIOU finances

I WOULD like to invite the attention of the president and the prime minister to the bankruptcy of Allama Iqbal Open University (AIOU).

AIOU has not been able to clear the bills of tutors and resource persons for the fall semester 2013, which ended in October 2013. Bills of spring 2014 are also overdue. I wonder how the university went bankrupt as there is no default in fee deposit on the part of any student.
