Imran, Qureshi used ‘very malignant practice’ to prolong cipher case proceedings, says special court

The Special Court that sentenced former premier Imran Khan and ex-foreign minister Shah Mahmood Qureshi to 10 years in jail in the cipher case has said that both politicians “applied very malignant practice just to protract these proceedings”.

In its detailed judgment, Judge Abual Hasnat Zulqarnain stated that the court “provided all legal measures” to guarantee both leaders their legal right of defence for cross-examination but by “the act of both accused not to cross-examine the PWs (prosecution witnesses), they took absolutely light [of it]”.

“In my humbly [sic] view, these two accused Imran Ahmad Khan Niazi and Shah Mehmood Qureshi does [sic] not deserve any leniency due to their deliberate and advertent act in order to avoid cross-examination on the PWs,” the judge wrote.

The “revelation and manipulation of secret, sensitive and classified information” to “achieve their personal and political interests, at the altar of national stability and national security, patently constitute grave violations of the laws of Pakistan,” he said.

READ: The return of Nawaz Sharif

The odds that Nawaz Sharif will be forming the next government after the Feb 8 elections are rising, although it cannot be known with any certainty at this stage. Even if he is not the prime minister himself, chances are whoever assumes the position will do so with his blessings.

The tide is turning, in slow motion. Nawaz Sharif has returned and will now cement his position in power. The big question is whether he will find the resources to deliver even half of what he is promising.

Imran’s foreign conspiracy accusation a ‘well-planned manipulative lie’, says special court

The Special Court that sentenced former premier Imran Khan and ex-foreign minister Shah Mahmood Qureshi to 10 years in jail in the cipher case has called the PTI’s stance of a foreign conspiracy to topple its government a “deliberate and well-planned manipulative lie”.

In a detailed judgment issued, Special Court Judge Abual Hasnat Zulqarnain wrote that Imran’s March 2022 speech “resulted in having grave adverse consequences for the safety, integrity and credibility of Pakistan’s cipher system and had a chilling effect on its relations with foreign governments”.

“There is no doubt that the accused persons, with ulterior motives, undermined the cipher system of Pakistan, which, in turn, benefits unfriendly foreign powers, directly and/or indirectly,” it said.

“It is amply clear that this was a deliberate and well-planned manipulative lie aimed at rousing populist sentiment in the masses with no regard of its consequences for Pakistan’s external relations as well as national security interests,” it added.

Election publicity material trade in Lahore goes sluggish

While electioneering is in full swing for the Feb 8 elections, the business related to publicity material for the candidates has yet to pick up momentum due to confusion, a fast-changing political situation, price hikes and other reasons.

In Lahore’s Royal Park and Urdu Bazaar, markets known as hubs of printing, publicity, paper, and stationery, the business pace is not as it was during the 2018 or 2013 general elections.

“This election has surprisingly appeared to be unique in terms of having a very small number of customers for publicity material (flexes, handbills, posters, flags, badges, stickers, banners, etc),” said Kashif, a printer, speaking to Dawn.

Malir — a district cobbled together to carve out electoral win

MALIR is one of the seven districts in the Karachi division that has always been considered as a stronghold of the PPP. In fact, the district was carved out of Karachi’s East and West districts in 1996 by the then government of the PPP.

The rural areas of the two districts, where the majority of residents are Sindhis and Baloch, were amalgamated to create the Malir district in what PPP’s detractors believed to be an attempt to break the electoral dominance of the then Mohajir Qaumi Movement, now known as Muttahida Qaumi Movement-Pakistan (MQM-P).

However, divisions were abolished during Musharraf’s era and Karachi was declared one district and the 2002 and 2008 general elections were held on that basis. The PPP government had restored Malir and other city districts in 2011.

It may be noted that Malir Town, one of the 25 towns in Karachi, is not part of district Malir as it falls in the territorial jurisdiction of district Korangi.

Election boycott no longer an option, says MQM-P

Despite facing ‘threats and resistance’ from the provincial administration and recent killings of its workers, the Muttahida Qaumi Movement-Pakistan (MQM-P) has ruled out the possibility of boycotting the Feb 8 elections and warned that any attempt to ‘snatch’ the mandate of Karachi through “vandalism and power” would attract a serious reaction.

The top leadership of the party was furious over the recent “attack” on its workers but was clear that the boycott of the electoral process was not an option that it had chosen for the local government polls last year.

“How could we go into the flawed [local government] polls when some 100 union committees were removed from the Karachi electoral mandate,” MQM-P convener Dr Khalid Maqbool Siddiqui replied to a question about the option of boycotting the Feb 8 polls.

Editorial: What new depths will the state plumb as it makes clear its antipathy towards Imran?

TWO verdicts in two days. A 14-year sentence for ‘corruption’ to accompany a 10-year sentence for ‘divulging state secrets’. First, his top lieutenant, and now his spouse also convicted and jailed.

And still, former prime minister Imran Khan’s troubles are far from over. What new depths will the state plumb as it makes clear its antipathy towards him?

The days leading up to the Feb 8 elections may hold more ‘surprises’. For now, we may only sit and spectate as facts, procedures, laws and institutions bend to the will of those who think that no elected leader deserves a free pass — until they decide they do.

A word, too, on NAB, an institution that seems to exist only to cycle through political targets based on the whims of the powers that be.

PTI suspends Jamshed Dasti’s membership for violating party policy

The PTI leadership has taken action against its candidate Jamshed Dasti and suspended his party membership due to violations in the election campaign.

Dasti, the candidate for the PP-270 constituency, violated party policy by supporting his wife, Nazia Jamshed, as a PTI candidate in NA-176, despite Nawabzada Ahmad Khan being the designated PTI nominee.

Dasti claimed that Ahmad Khan is supporting the PPP candidate for NA-176, Nawabzada Iftikhar. However, Nawabzada Ahmad Khan clarified that Nazia Jamshed is not a PTI candidate and he is a party nominee.

Over 90 PTI workers granted protective bail by SHC

The Sindh High Court (SHC) has granted six-day protective bail to around 95 PTII activists, including its election candidates, in a case pertaining to staging a rally in Clifton and violence on Sunday.

A two-judge bench of SHC, headed by Justice Naimatullah Phulpoto, granted protective bail to around the applicants, including five women, against a surety bond of Rs30,000 each.

Observing that bail applications were being allowed without touching the merit of the case, the bench directed the applicants to surrender before the trial court/administrative judge of antiterrorism courts, Karachi within six days.

Meanwhile, police conducted raids in different parts of the city, particularly the South district, and arrested 18 more workers of the PTI for allegedly staging the Sunday violent rally.

READ: A tough test for born-again MQM-P in Hyderabad

THE 2024 elections will be a difficult test in Hyderabad for a born-again Muttahida Qaumi Movement-Pakistan (MQM-P) — an amalgamation of three groups, sans its founder Altaf Hussain’s — as its key rival, the PPP, which has also been a chief beneficiary of MQM’s political losses, is heavily capitalising on technical advantages from new delimitations, supportive government machinery and adjustments with religious parties in the Sindh’s second largest city.

Despite passing one year to the merger, the party cadre is still going through the process of integration, which often leads to disagreements among local representatives. It was quite evident from the announcement of party tickets.

People like former MNA Salahuddin and joint zonal in charge Naveed Abbasi are still missing from the party’s election campaign apparently due to a disagreement over the award of tickets. But the party is already said to have fully activated its election-related organisational structure, leaving no chance of facing any embarrassment on Feb 8.

PPP, MQM-P and GDA protest relocation of polling stations to far off areas

A day after Hyderabad chapters of the PPP and Muttahida Qaumi Movement-Pakistan (MQM-P) in their separate press conferences objected to the relocation of certain polling stations far away from voters’ constituencies to the benefit of each other’s rivals, Grand Democratic Alliance supporters held a protest demonstration in Khipro on Tuesday over similar “manipulation” in Sanghar.

The protesters criticised the district returning officer (DRO) for relocating various polling stations of PS-41 Sanghar-II to a place some 70 kilometres away from the voters’ area. They alleged that the move was aimed at supporting the PPP in the election as its supporters resided in the changed place.

They pointed out that the new place was highly sensitive due to frequent violent incidents in which many people had been killed in years-long hostility between Rajars and Marris.

They urged the Election Commission of Pakistan to undo the change.

Ensuring democratic continuity becomes costlier every time

THE success of general elections on Feb 8 hinges significantly on voter turnout, impacting both the democratic process and the public cost incurred.

A robust participation rate, besides strengthening democracy, will validate the allocation of valuable resources, both human and material, invested in this extensive nationwide endeavour.

A low voter turnout could escalate the cost per voter — a figure that has already more than doubled since 2018. In what stands as historically the most expensive elections, the Election Commission of Pakistan (ECP) is spending more than double the budget of the previous elections and over 26 times more than the 2008 polls.

The lack of specialised expertise to conduct a comprehensive study on election spending data and the absence of analysis, dissection of public funds or systematic tracking and tracing of expenses on general elections in Pakistan by any independent civic entity make it challenging to comment on the outlay of the government’s election budget.

Pakistani Americans appear disenchanted with elections

With Feb 8 drawing closer, Pakistani Americans find themselves entangled in a complex web of anticipation and trepidation. Beyond the surface of casual gatherings and earnest discussions among senior citizens lies a prevailing sentiment — a palpable disenchantment with the electoral process.

From questioning the scheduling uncertainty to advocating for voting rights, the community’s diverse opinions converge on a shared skepticism, painting a nuanced portrait of their attitudes towards the upcoming elections.

In a series of interviews with Dawn, some Pakistani Americans also voiced concerns over the lack of voting rights for overseas communities, urging the Election Commission to set up an inclusive system for their participation in the electoral process.

A tiny minority — such as Naveed Chela of Frederick, VA, and Sajjad Baloch of Prince George’s County, Maryland — is certain that elections will be held as scheduled. Chela supports PML-N, and Baloch believes that overseas Pakistanis should never disagree with the government in Islamabad.

READ: For Kashmore’s Begum Khatoon, ‘fear is not an option’

THE streets of Kashmore have been witnessing an unusual sight; an elderly woman, surrounded by people dancing around her, distributing pamphlets among shopkeepers and community members.

This woman is Begum Khatoon, who is campaigning for the elections by ‘promoting her culture’. The cultural dance is an integral part of her drive. For her, ‘fear’ is certainly not an option, and she makes it clear by joining the dancers once she is done with the distribution of her manifesto.

Unfazed by any possible repercussions for contesting the general elections, Ms Khatoon has received a ticket from the Awami Workers Party (AWP) for PS-04 (Kashmore-I). Abdul Rauf Khosa of PPP will also be contesting from the same constituency.

This is the first time Ms Khatoon will be vying for a seat in the provincial assembly, having previously taken part in local government elections.

Imran Khan, Bushra Bibi sentenced to 14 years in Toshakhana reference

In yet another blow to Imran Khan and his party, the former premier and his wife Bushra Bibi on Wednesday were sentenced to 14 years in jail in the Toshakhana reference.

Last month, the National Accountability Bureau (NAB) had filed a fresh reference against the two in an accountability court for retaining a jewellery set received from Saudi crown prince against an undervalued assessment.

According to the verdict delivered today, Imran and Bushra were barred from holding any public office for 10 years and slapped with a fine of Rs787 million each. While the PTI founder was presented during the hearing, his wife did not appear before the court.

The judge had already closed the right of cross-examination of the prosecution witnesses and asked Imran and his spouse to record their statements under Section 342 (power to examine the accused) of the Code of Criminal Procedure.

LHC directs Pemra to provide Imran, other candidates ‘free and unrestricted’ access to media platforms

The Lahore High Court (LHC) on Wednesday directed the Pakistan Electronic Media Regulatory Authority (Pemra) to ensure that former prime minister Imran Khan as well as the candidates of all political parties were given “free and unrestricted” access to media ahead of the forthcoming February 8 general elections.

The order was passed by Justice Shams Mehmood Mirza on a petition filed by Imran — who is currently incarcerated at Adiala Jail — last year against Pemra’s decision to bar all satellite TV channels from broadcasting his speeches and press talks.

In a written order issued today, Justice Mirza said, “[…] As the legitimacy of the elected representatives rests on people’s choice, it is self-evident that they must be provided with the best and accurate information about the candidates and political parties they are likely to make the choice from.”

Further, the LHC order observed that the government “has no right to prevent the media from covering certain candidates or political parties”.

Manifestos ‘lack economic foresight’: PM Kakar

Caretaker Prime Minister Anwaarul Haq Kakar has claimed that no political party has presented a plan in their manifesto to fix the economy and reassured that there was no reason to justify any delay in general elections.

In an interview aired on the newly launched TV channel Aik News, the caretaker PM said political parties’ candidates were canvassing, and all rumours regarding the delay in general elections would fall to rest on the evening of February 8.

He said the key focus should be on improving the economy but added that, unfortunately, no political party had yet come up with an agenda to fix the chronic economic issues.

The PM added that the claims made by political parties in their campaigns regarding jobs, shelters, cheap electricity, food security, and others were contingent upon a stable economy.

Nawaz takes on ex-judges at Old Anarkali rally in Lahore

PML-N supremo Nawaz Sharif indirectly rapped the former judge of Supreme Court, Justice Ijazul Ahsan, at a rally yesterday, saying the judge who was eyeing top slot in the apex court has resigned because there was something “fishy”.

“I was punished and ousted from power in 2017 despite being innocent. A judge who was to become chief justice of Pakistan resigned before time. It seems there was something fishy,” he told an election gathering in his constituency — NA-130 — in Old Anarkali area.

Last week, Nawaz had led a rally in his constituency, but did not address the workers. Thin attendance was said to be a reason for the elder Sharif choosing not to speak on the occasion.

Yesterday, Nawaz said the judges who had handed down punishment to him were retiring one by one. “The person (Ijazul Ahsan) who was appointed a monitoring judge on my cases to ensure that I got convicted has also resigned. See that judge has gone home and Nawaz Sharif is still here,” the elder Sharif said triumphantly.

READ: Economic realities will derail all lofty slogans

When inflation-hit and poverty-stricken voters head to polling stations on February 8, after nearly a month of hearing lofty campaign promises designed by parties vying to come to power, they may be forgiven in hoping for better days.

The reality, however, is that they would be sorely disappointed. The plate of economic and fiscal challenges is full and the caretakers have been able to clear only a tiny part of the backlog.

It certainly won’t be a bed of roses for any political party or coalition to rule the country — economically battered and politically bruised by adventures and missteps of the past decade.

In fact, healing these deep economic and social wounds may be a long and arduous process, provided the incoming administration works towards that goal, and voters themselves are willing to absorb more shocks for the sake of better things to come.

PPP raises alarm over planned use of new poll result app

Days after the belated test trial of the new Election Management System (EMS), the PPP has raised alarm over the plan.

In a letter to Chief Election Commissioner Sikandar Sultan Raja, head of the PPP central election cell Senator Taj Haider brought to notice, his party’s serious objections to the introduction of a completely new and unfamiliar application (EMS Mobile App) for electronic transmission of results.

“We apprehend that a situation similar to that of the failure of RTS in 2018 elections can emerge which like the general elections 2018 will be used for massive rigging of the results besides causing long delays in compiling of the provisional results by the returning officers,” the letter, a copy of which is available with Dawn, reads.

Affiliation with party, carrying its flag became a crime: PTI

The PTI has alleged that affiliation with the party and carrying its flag had become a crime in the country.

Speaking at a press conference, PTI core committee member Shoaib Shaheen said the party had on Jan 28 announced holding peaceful rallies across the country, but law enforcement agencies launched a crackdown on them and a number of arrests were made.

Advocate Shaheen, who is contesting the election from NA-47 (Islamabad), said the party candidates were not being allowed to hold even corner meetings in Islamabad and other places in the country. He said PTI leader Raja Qaiser Ghaffar decided to hold a meeting at his house in Islamabad, but police entered the home.

“We are not getting a level playing field, but this attitude is triggering reaction among the masses and creating a soft corner in the hearts of people. The current situation was not even observed during the martial law regime. I appeal to Chief Justice of Pakistan (CJP) Qazi Faez Isa to intervene and stop the worst rigging. Otherwise, the Supreme Court will be held responsible for that,” he warned.

Fuelled by boastful claims that its leader is set to secure the chief minister’s slot following the February 8 general elections, Pervez Khattak’s Pakistan Tehreek-i-Insaf Parliamentarians (PTI-P), a breakaway faction of the Imran Khan-founded PTI, is vying for dominance in the bustling political arena of Khyber Pakhtunkhwa.

Despite events orchestrated to amplify the significance of each new joiner to Khattak’s ranks, the reality is stark: electables are not flocking to the PTI-P as anticipated, leaving the party to scramble for notable candidates to field.

The party’s ambition is mirrored by the burgeoning force of Jahangir Khan Tareen’s Istehkam-i-Pakistan Party (IPP), another group birthed from the original PTI, navigating its first political storm in Punjab.

The public meeting on Saturday was addressed by PML-N President Shehbaz Sharif, who hardly spoke for 10 minutes on the occasion. According to Shehbaz, if voted to power, his party would initiate development and social welfare projects in the garrison city.

Some party supporters believed the absence of Nawaz Sharif and Maryam Nawaz, both considered crowd pullers, also dampened the enthusiasm of the PML-N workers, who were present in significant numbers but less than what the party had expected.

Speaking at an election meeting here on Sunday, the former federal minister said that if the national governance system was not reformed, the state institutions would collapse and it’s the responsibility of the new government and institutions to bring all the political players on a single platform post-Feb 8 elections for devising a joint road map for the country.

READ: Ahmed Shabbar — vying for ‘a green revolution in grey Karachi’

EVERY street and corner of Karachi has a lot of colour and vibrance to offer, but there is a noticeable dearth of greenery in the metropolis. This is because little to no attention has been paid to the environmental improvement of the city. However, a young face has thrown his hat into the electoral arena to achieve exactly that; turn the blues of this city to green.

Ahmed Shabbar, who is contesting independently from PS-110 in Karachi with the electoral symbol ‘roots’, which symbolise his environment-heavy manifesto, will be taking on another, more notable independent candidate, lawyer and activist Jibran Nasir, as well as Syed Najmi Alam of the PPP, PTI-backed Bilal Jadoon and PML-N’s Babar Anwar.

A physics student-turned-engineer, Mr Shabbar is contesting the election with the idea of ushering a ‘green’ revolution.

READ: Islamabad set to be ‘uphill battle’ for major political parties

Three seats of the National Assembly in the federal capital are up for grabs as none of the mainstream political parties appears to be in a position to clinch a majority here in the Feb 8 general elections.

Uncertainty prevails in the capital about the success of three mainstream political parties — PML-N, PTI and PPP due to their internal rifts, ‘promoting the hereditary politics’, fielding of apolitical figures and trusting already tested/defeated candidates.

On the other hand, it has been observed that due to unprecedented food inflation, high rocketing gas and electricity bills, rent of houses and unaffordable school/college fees for their children, people in the city have so far disassociated themselves from the elections as they believed that elite class has made elections a source of power politics just to satisfy their designs and not to address people’s problems.

READ: Hope and political discontent in Makran

From being a quiet fishing village in Makran to becoming a geopolitical asset as the flagship venture of the China-Pakistan Economic Corridor (CPEC), Gwadar has had an interesting journey through time.

A part of the Khan of Kalat’s dominion before Partition, suzerainty over the port was granted to the brother of Oman’s then-ruler, Sultan Bin Ahmed, after he had a falling out with the sultan and sought refuge in the neighbouring state.

By some accounts, the gesture was made in keeping with Baloch tradition of hospitality and offering refuge, but the warmth not reciprocated, and after becoming the ruler of Oman, the former refugee ruler refused to return Gwadar to the state of Kalat.

PTI unveils manifesto as police disperse several rallies across country

PTI witnessed an eventful weekend with its candidates and supporters taking to the streets across the country on the call of incarcerated leader Imran Khan facing police crackdown in several places and its main leadership unveiling the election manifesto promising radical constitutional reforms and a society where both the rich and the poor are treated equally by the law.

In its manifesto unveiled only ten days before general elections on February 8, PTI pledged a set of legislative reforms, including constitutional amendments for the direct election of prime minister, reducing the tenure of the National Assembly to four years and Senate’s to five years.

As the party’s central leaders unveiled the manifesto at a news conference in Islamabad, police launched a crackdown on PTI’s rallies in many cities, and arrested dozens of party workers and leaders.

READ: The Sharif brothers — fourth time’s the charm?

Having already been prime minister more times than any other Pakistani politician, but never for a full term, Nawaz Sharif hopes to break his unlucky streak the fourth time around.

Nawaz, who joined the family business House of Ittefaq (Ittefaq Group) — an industrial conglomerate with interests in sugar, steel, and textiles after completing his studies — began his political career as Punjab’s finance minister during General Ziaul Haq’s regime.
