ISLAMABAD, Dec 4: The Central Board of Revenue (CBR) has devised a reform strategy to revitalize its functioning by introducing a vibrant change from conventional set up to functional management to attain optimizing revenue base.
The strategy has been formulated with a view to make CBR into an efficient and appropriately manned organization with competent and efficient employees.
According to an official source the strategy envisages linkage of Human Resources (HR) initiatives with the reform programme and review its transformation needs and challenges to share the future direction on HR.
The government wants to expand the tax base and tax GDP ratio by developing an honest and efficient tax administration to achieve tax reforms objectives for stakeholder.
Reforms also aims to simplify tax laws and create friendly environment for the taxpayers.
Zafar Aziz Osmani, Member (HRM) told APP that the Human Resources Linkage will prove helpful to bringing in attitudinal change in organization and enhancing professional skills for new ways of conducting business process re-engineering.
It will also help for mastering technology and adopting best HR practices from local and global experience.
Reform challenges business process re-engineering are aimed at adopting a new recruitment policy to ensure induction of persons with right competencies for present and future needs, he added.
These would introduce a new compensation programme with linkage to performances and modernization objectives accomplishments and develop a work force plan to ensure right number and right skills organization structure.
Recruitment policy objectives will be helpful to adopt a transparent and effective recruitment process for induction of employees at CBR to ensure that future hires carry the core competencies required for various specialist and the generalists assessments.—APP
