PESHAWAR, Sept 30: The NWFP cabinet at its meeting here on Monday approved the Draft Contract Policy 2002.
The cabinet meeting, presided over by NWFP Governor Syed Iftikhar Hussain Shah, was informed that the proposed contract policy would be based on broad parameters, with exemptions to uniformed services; police, jail and judiciary, etc.
According to the draft, contract appointments on all posts, falling in the quota of initial appointments/recruitments, will have attractive salary packages, with annual increments and allowances. The career progression of contract appointees will also be ensured.
The meeting was informed that contract employees would also have contributory provident fund and benevolent fund schemes. The minimum contract period would be three years, provided that sanction of the post is not far a lesser period.
The draft says the contract shall stand automatically terminated on expiry of the initial period and a fresh contract will be executed thereafter. The appointees will be considered for appointment against higher posts, if found eligible.
The cabinet was informed that casual and earned leave, TA/DA, medical allowance (both for outdoor/indoor) for employees on contract would be the same as admissible to the regular government employees.
The meeting was told that contribution towards contributory provident fund would be five per cent of the minimum of pay by the employee and five per cent contribution by the government while the benevolent fund would be as per government rules.
The cabinet also approved the Private Security Companies’ Ordinance 2002 regarding regulating the activities of private security companies in the province. These companies will ensure compliance with all the rules and regulations and will be open to random inspections by government agencies.
Regarding equity structure and share floatation of Bank of Khyber, the cabinet decided that a presentation from M/S Taseer Hadi and Company on privatization of Bank of Khyber’s shares should be made before any decision is taken.
Matters pertaining to Gadoon Amazai Industrial Estate were reviewed at the meeting. A committee, headed by the minister for industries, will chalk out its recommendations, in this regard shortly. A list of successfully operating industries will be prepared by the committee. These industries will be allowed balancing, modernization and replacement.
The proposed NWFP Registration and Functioning of Private Educational Institutions (Amendments) Ordinance 2002 was also discussed by the meeting.
The cabinet also approved the ordinance following detailed deliberations. Basically, the regulations and registration of private sector schools will be the responsibility of the respective BISEs.
Higher education, colleges and universities shall be controlled and regulated by a separate regulatory authority.
