ISLAMABAD, Sept 15: The officials of the District Management Group (DMG) are being inducted into the Capital Development Authority (CDA) on lucrative posts, depriving the authority officials of their due promotions, a source told Dawn on Sunday.
He said after the introduction district governments in place of district administrations, the DMG officials had been searching for prime slots in other organizations.
In this connection, some 10 DMG officials have been appointed on top positions in the authority in the last couple of years. These DMG officials enjoy perks like luxury cars and huge houses, but, on the other hand, a number of senior CDA officials have been waiting for promotion for over a decade, the source said.
Most of the senior officials belonging to DMG have completed their three-year tenure in the CDA, but are still working on the same posts, and some of them are also trying to get extension.
The source said under a recent Capital Development Authority board decision, no one from outside could be appointed in the authority, however, officials like Member Planning Ghulam Dastagir, Director Personnel Sattar Sheikh and Director Land Sultan Sikandar Raja of the DMG had been inducted.
Director-General (environment) Imtiaz Inayat Elahi, belonging to DMG, has been working on the same post for over four years. However, according to the service rules, no official can continue service on the same post for more than three years.
The source said former director land and rehabilitation, Shaista Sohail, who had recently been transferred, had worked in the CDA for over three years.
Similarly, Director Security Mohsin Raza, another official of the DMG, has been working on the same post for over four years.
The source said the CDA had appointed three consultants from outside — consultant engineer, consultant law and a legal advisor.
The salary package of almost Rs50,000 per month has been given to these consultants. Besides various perks and privileges, the legal advisor is given additional amount for each case tried in the court.
