MANSEHRA, July 2: The Tehsil Municipal Administration (TMA), Mansehra, has unveiled its revised budget of Rs62.46 million for 2002-2003.
The Nazim of Mansehra Tehsil Council, Mohammad Farooq Khan, presented the budget, saying that the revised budget had been prepared under section 127(3) of the Local Government Ordinance 1979 and the budget rules 1988.
The meeting was presided over by the council convener, Ejaz Akhtar Khan.
He said that over Rs60 million development and non-development expenditures had been carved out in the budget. He said the rules permitted the council to revise a budget if it deemed fit that the estimated income given in the original budget could not be attained by the end of the fiscal year.
He said the target of income of the TMA fixed in the budget for 2001-2002 could not be attained because of very low income under certain heads, especially the urban immovable property tax and the water rate.
He said in the budget for 2001-2002, the target of income under the urban immovable property tax was estimated at Rs2.5 million, adding that nothing was received from the provincial government.
Similarly, he said that in the previous budget a sum of Rs4.5 million was allocated for development schemes, which were to be carried through the citizens community board, but it could not be done.
He said that the saving under the CCB, and income under some other heads, had been included in the revised budget for 2002- 2003. He said the income of the TMA from different sources was estimated at over Rs50million for the year.
Farooq Khan said that the estimated income of the TMA by imposition of new taxes and the construction of new shops in the general bus stand which comes to about Rs10 million is not included in the revised budget, which would be spent on the public welfare projects.
The total expenditure of the TMA for 2002-2003 is estimated at Rs60 million. A sum of Rs13.65 million has been allocated for the development schemes, whereas the non-development expenditure is estimated at Rs44.85 million, which also includes Rs20.55 million for staff salaries and for the running cost of the TMA.
