ISLAMABAD, Feb 11: The Capital Development Authority has sent a proposal for the development of D-12 sector to the Executive Committee of National Economic Council (Ecnec) for final approval, a senior CDA official told Dawn on Monday.

The official said Ecnec had put the proposal on the agenda of its forthcoming meeting.

He said the Central Development Working Party (CDWP) had approved the project, and for final approval it had been sent to Ecnec.

“Once the CDWP approves the project, it is also approved by Ecnec,” he added.

“If the project is approved by Ecnec, it will be a great achievement of the CDA,” he added.

After the approval of the project, the Authority will provide plots to the applicants, he said.

Meanwhile, a source told Dawn that the estimated expenditure for developing D-12 sector had increased over 300 per cent during the span of 12 years.

The source said the PC-I of the project amounting to Rs788 million was approved by the CDA Board in 1988, but, due to several reasons the project had not been implemented, and its estimated cost escalated to Rs3.2 billion.

The total number of residential plots in the new sector is stated to be 3,445 and 725 plots will be allocated for the construction of flats.

Some 80 per cent of the plots in the sector have been sold, and according to the government’s directives, the rest of the plots will be sold through an open auction.

He said the total expenditure of the project could not be met through limited resources of the CDA, therefore, the collection of additional development charges was necessary.

The official said the CDA had already awarded tenders for the construction of roads, sewerage system, bridges and water supply system in the new sector.

The source said the allotees had appealed to the higher authorities to intervene in the matter and ask the Authority to complete development work of sector D-12 without charging additional money so that people who had invested their money could have their own shelter. The majority of the allotees are stated to be government employees.

The cost of the plots allotted to the government servants in D-12 sector was Rs300 per sq yard while the escalation charges recently set by the CDA were stated to be Rs650 per sq yard.

Meanwhile, the CDA has decided to install a chairlift between Shakarparian and Rose and Jasmine Garden to provide better recreational facilities to the people, the Authority’s chairman, Mir Laiq Shah, told Dawn on Monday.

A source confirmed that the CDA board had agreed to install the chairlift at the site and the project would be launched by March 23.

Responding to a question about the expenditure of the project, the CDA chairman said it was yet to be assessed.

Mr Shah said the CDA’s directorates concerned had been directed to complete other works so that the project could be commissioned soon.

A CDA source said it would be a joint venture of the CDA and private sector.

In this connection private parties and construction firms were being invited to submit their own plans for installation of the chairlift.

Terms and reference for the joint venture would be decided later after meeting with the interested construction firms, the source said.

He said there were two other proposals for installing chairlifts from Shakarparian (view point-west) to Rawal Dam and Pir Sohawa to Japanese Park.

He said other two proposals were floated some years ago, but, due to security reasons the plans were dropped.

The sources said the police and district administration Islamabad had some reservations over the installation of the chairlift from Pir Sohawa to Japanese Park, therefore the proposal could not be implemented.
