KARACHI, Dec 8: The Sindh Assembly during its third parliamentary year, which ended on Dec 5, passed seven out of 17 government bills but not a single private bill, out of 36, could get through the House.

The performance record of the assembly indicated that during the period out of 17 government bills, one was referred to the House committee while nine were still under consideration.

The assembly, which met in its five government and two requisitioned sessions, received 36 private bills, out of which 13 were killed for want of consent from the House. However, out of 11 bills, which were introduced, one was rejected by the House and one was withdrawn by the member while the remaining nine bills were still under consideration.

Likewise, out of 54 privilege motions which were received not a single was taken up for discussion. However, two were referred to the concerned standing committees while 52 got lapsed.

A total number of 361 adjournment motions were submitted by the members but out of 361 only five could be taken up for discussion while 356 lapsed. Similarly, out of 300 motions submitted, not a single motion was adopted by the house and all lapsed.

During the parliamentary year out of a record of 1735 resolutions, which were received by the assembly secretariat, only three were passed while 1,732 lapsed. However, 14 joint resolutions were moved in the house and all were adopted with consensus.

The 14 resolutions passed unanimously by the House included the resolution recommending the Sindh government to approach the Federal Government for making public the report of ANG Abbasi Technical Committee on water immediately.

As far as accountability or the performance of different departments was concerned, the members submitted a total of 1,072 questions. However, only 602 were allowed, but only 503 were answered on the floor of the House, while 99 were pending with the departments, 251 were disallowed and 110 were referred back to the members and 109 were under process.

According to details, highest number of questions, numbering 182, was asked about the Home Department, followed by educational and health departments numbering 155 and 138 respectively while on the lowest side only one question was asked about minority affairs followed by cooperation and environment and population welfare numbering two and four each.

In the agriculture department, out of 15 questions nine were answered while in Cooperation department out of two only one question was answered.

In population welfare department, out of four only two questions were answered.

Regarding Sindh assembly, three questions were received, but they remained pending with the department.

About works and services department, out of 20 questions only one was answered on the floor of the House while 12 remained pending, five were disallowed and one was under process.
