HYDERABAD, Aug 6: The district council on Wednesday rejected formation of the Hyderabad District Relief Committee (HDRC) by the Sindh government on the ground that the relief committee must consist of the district and taluka Nazims and district council members.
The HDRC is headed by adviser to Sindh chief minister on home affairs, Aftab Ahmed Sheikh, with provincial ministers Dr Irfan Gul Magsi and Naeem Ishtiaq, and adviser Mir Ali Nawaz Talpur as members.
A resolution to this effect was moved by labour councillor Rana Mehmood Ali Khan which was unanimously adopted by the district council session.
Other resolutions pertaining to losses caused by rains and calling for declaring entire Sindh a calamity-affected area were also unanimously passed with certain amendments proposed by some members during two days of discussion.
The session also took up the issue of the no-confidence motions against the union council Nazims, Abdul Qayyum Sheikh and Umer Gaddi, and a resolution of condemnation against Dr Ayaz Arain.
Babu Ramzan Arain tabled a resolution, saying that the City Taluka Council had passed a no-confidence resolution against UC-10 Nazim Dr Ayaz without affording any opportunity of hearing to them and added that taluka council secretary had been instrumental in getting the resolution passed. He called for rejection of the taluka council’s resolution.
Abdul Qayyum Sheikh rose on the same point, saying that the no-confidence motion against him was the outcome of a direct interference of the taluka municipal officer and the administration officer.
Mr Khan, however, said that the no-confidence motions were a democratic exercise and the aggrieved persons should fight their case by filing complaints before the district Nazim as the district council could not provide them any relief.
Mohammad Yousuf Qureshi tabled an out of turn resolution, calling upon National Reconstruction Bureau Chairman Danyal Aziz to strike down section 85 and 92 of the Sindh Local Government Ordinance-2001.
He alleged that taluka councils wanted to dominate the local government system that was why such no-confidence motions were being adopted by taluka councils.
He proposed that both the sides should be heard before deciding such matters and it should not be given a colour of confrontation.
Abdul Qadeer Qazi observed that efforts for reconciliation between the two parties should have been made at the first instance.
Through adopting another out of turn resolution of Sumera Akhlaq, the session opposed rehabilitation of old meat markets of the city as proposed by a resolution passed by the City Taluka Council.
She said that the residents of Guru Nagar where the market was proposed to be relocated had serious reservations on the issue.
