KARACHI: Nazim seeks control of KBCA

KARACHI, Dec 4: Annoyed over non-compliance of Sindh government’s notification pertaining to devolution of the Karachi Building Control Authority and merging it into the city district government and town administrations, city Nazim Niamatullah Khan has urged the DCO to direct the town building staff to immediately report to the town administrations concerned.

Underscoring the need for implementing the notification in letter and spirit, the Nazim also suggested that the town administrations should make it public through newspapers, that building plans be submitted with the town office concerned or any other place to be decided by the town municipal administrations (TMAs).

In a letter, dated Dec 2, addressed to the DCO, Mir Hussain Ali, the Nazim stated that Town Nazims had informed him that the building control staff had not yet complied with the Sindh government’s notification whereby building control staff was posted to different towns and the CDGK.

Elaborating, he said that “I have also noticed that the staff of Nucleus Office, as per notification has not reported to the Executive District Officer (Works and Services).

Such a situation, he said, required immediate attention because it was tantamount to defiance of government orders by its employees.

His suggestions to the DCO in this regard included that the concerned town building control staff, should be directed to immediately report to the town administrations concerned, and in case of non-compliance of the orders, alternative arrangements for posting of town building control officers and other staff should be made, and for the time being, town officers (Infrastructure) might be given charge of town building control officers.

“Staff posted in the nucleus office should be directed to disburse salaries only on receipt of certificate from the Town Nazims/EDO (Works and Services) regarding performance of the staff,” the letter said, adding that “No assistance from any department of the CDGK should be provided to the building control staff in case of working against the directions given in the notification of the government of Sindh.”

It was further recommended that the TMAs be also instructed to make arrangements for office accommodations for building control staff, besides any other action required for implementation of the notification pertaining to the KBCA’s devolution.
