HYDERABAD, Oct 12: The All Sindh Taluka/Town Nazims Alliance has said talukas and towns are independent in carrying out development works in their respective jurisdictions.
In a statement issued here on Saturday, the alliance’s information secretary, Kotri taluka Nazim Khuda Bux Joyo, said many district governments were violating the law by concentrating all powers in their own hands and were not prepared to transfer the powers to talukas and towns.
He pointed out that towns and talukas had been provided with technical staff in public health and other fields whereas each district had only one district engineer who had to look after development schemes.
Mr Joyo claimed that development works were not being supervised as the district governments did not have technical staff.
He accused the district governments of releasing the octroi amount very late which had created resentment among taluka and town municipal employees.
He said the district governments had received funds for public health schemes but the same had not been released to talukas despite directives in this regard.
He said a meeting of office-bearers and district coordinators of the alliance would be held in Karachi on Monday to discuss the issues and ensure the transfer of powers at taluka and town levels.
COUNCILLORS: A group of councillors of the Jamshoro union council have said the UC Nazim is taking decisions without consulting them.
Speaking at a news conference at the press club here on Sunday, councillors Gul Aziz, Abbas Khan, Jafar Shoro, Poonam Chand, Javed Qureshi and Noor Mohammad Shoro said UC Nazim Naima Baloch was giving no importance to their suggestions.
They said they had requisitioned meetings of the council on Nov 27, 2002, Feb 19, and Feb 27, 2003, but she refused to convene the meetings.
They complained that minutes of the council meetings were being distorted and incorrectly recorded by the secretary, Karam Ali Barhamani.
The councillors alleged that Ms Baloch was floating tenders without the approval of the council and giving contracts to her favourite people. They said she had not appointed the Musalihat Anjuman and other committees to run the business of the council as required under the Sindh Local Government Ordinance.
They appealed to the authorities to take legal action against the Nazim and the secretary for violating the law.
Answering a question whether they had informed the authorities about the prevailing situation, they said they had complained to the minister and the secretary, local government, as well as the Local Government Commission in writing.
RESIGNATION: The issue of resignation of 14 union council Nazims of the Latifabad taluka from different committees of the district council remains unresolved despite intervention by District Nazim Dr Makhdoom Rafiquzzaman.
The Nazim pair of the taluka have so far not resigned from the committees although they had decided to resort to such a step.
According to some members of the taluka council, an informal meeting was called by the district Nazim in this regard. The Nazim had assured the members that he would resolve the matter.
Latifabad and City taluka Nazims at a meeting held at the residence of a member of the City taluka had decided to resign from 18 committees appointed by the district council.
