UNITED NATIONS, May 21: The resolution to be adopted by the Security Council on Thursday will lift the 13-year-old UN sanctions on Iraq and put the levers of its economy into the hands of the US and British occupying forces.
The main points of the resolution follow.
- The Security Council recognizes that the occupying powers (The Authority) have “specific authorities, responsibilities and obligations” under international law.
- All UN member states are to deny safe haven to members of the previous Iraqi regime responsible for crimes and atrocities, and bring them to justice.
- The Authority will “promote the welfare of the Iraqi people” and create conditions for them to “freely determine their own political future.”
- All parties are to comply fully with their obligations under international law, notably the Geneva Conventions of 1949.
- The Authority is to try to find people missing since Iraq’s invasion and occupation of Kuwait in Aug 1990.
- All member states are to “take appropriate steps” to find and return items looted from Iraq’s National Museum and National Library after the fall of Baghdad.
- UN Secretary General Kofi Annan appoints a special adviser on Iraq. His job includes working with The Authority and the Iraqi people to “facilitate a process leading to an internationally recognised, representative government.”
- The Authority is to help set up “a transitional administration run by Iraqis.”
- All trade and financial sanctions imposed on Iraq after and since August 1990 are immediately removed, except the arms embargo.—AFP
